Conditions of registration: None Date of last inspection 010405 Brief Description of the Service: The Whitley Wood site houses the Reading Borough Council Supported Living Team aswell as the the residential respite care service. The respite care unit provides respite care/short term breaks for up to six adults, of both sexes with learning and associated disabilities. The respite care service is providing care for approximately forty service uusers, on a regular basis. The home was a purpose built unit for long term service users but has been well adapted for use as a respite unit. This is an overview of what the inspector found during the inspection. This was an unannounced inspection which took place on the 4th October 2005 between the hours of 2.30 pm and 6.30pm Most of the core standards had been assessed at the last inspection and the inspector spent most of the visit interacting with residents who were visiting the home for an overnight stay. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6 Service users needs are generally well assessed but the care plans are not regularly reviewed. EVIDENCE: Six service user care plans were seen, all contained assessments and addressed individual needs but only three had evidence of reviews included in their files. Staff advised that the assistant manager was developing a system of reviewing all service users regularly and there was an example of a monthly key worker review meeting taking place. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 17 Service users are encouraged to pursue appropriate activities during their stay in the home. Service users are offered an adequate diet and mealtimes appear to be an integral and enjoyable part of their visit. EVIDENCE: The opportunities for service users to participate in community and external activities have increased over the past six months. There were records of day trips, shopping trips, pub visits and gym visits. The inspector observed service users been asked what they would like to do and being accompanied into the community. Two of the service users said they enjoyed their stays and could do what they wanted to do. There were also references to the purchase of craft equipment and entertainment to enable service users to pursue their individual interests within the home. Service users had requested more access to televisions for their bedrooms and additional T.Vs had been purchased. The home is, currently developing their menu planning and is seeking to get more service user involvement in meal preparation and choice.

JUDGEMENT – we looked at outcomes for standard(s) 37 and 39 The home is, currently, well run. The home does not have a formal quality assurance system. EVIDENCE: The registered manager resigned his post at the end of July 05. The home is being managed by the assistant unit manager and there appears to be no negative impact on the care being offered to service users, at this time. The assistant manager and the staff team are continuing to provide good quality basic care and to continue the development work, as necessary. The home does not have a formal quality assurance system or annual development plan. Service users do have several forums, where they are able to express their views and opinions on the day- to- day care offered. There is a formal, minuted, service users meeting and service users views were also expressed at the staff meetings.
