What the care home does well

The home is of domestic character, with a homely family environment and atmosphere. Mrs Neil makes every effort to include residents in all aspects of daily living, in that they eat together and usually socialise together, whilst also encouraging them to participate in activities of their choice. Residents are regarded as part of the family and their needs are monitored on a daily basis.

What has improved since the last inspection?

The registered owner has a current police check as required at the previous inspection.

What the care home could do better:

There should be further development in the recording systems, including having policies and procedures available for inspection. There must be a business and financial plan available for inspection, as well as a current certificate of insurance for liability cover.

A wide range of shops and supermarkets are in walking distance and a bus stop is immediately outside the premises. The premises are in keeping with the local community and domestic in character. This was an unannounced inspection and took place during the day of 4/8/05. The process involved discussion with the registered person, examination of records, tour of the premises and discussion with one resident. There was until recently one resident who has lived at the home for sixteen years, one other resident has recently been admitted following a gradual admission process. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,4 Residents are provided with information regarding services provided by the home prior to admission; thereby ensuring they have choice and are informed of the services. Residents are encouraged to visit the home prior to admission, when they can get a taste of the environment and meet the other resident. Assessments are provided by professional parties prior to admission, thereby helping the owner to decide whether they can meet the resident’s needs. EVIDENCE: Any admission to the home is planned due to there being only two residents at any one time, and the effect this may have on the other resident. A recent admission had taken place following a five-year period when only one resident lived at the home. The resident spoken to was able to confirm they had received written information about the home and had been invited to visit on a number of occasions before the placement was agreed by all parties. The homeowner had a written assessment provided by the social worker and clearly identified the residents needs. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,16 Residents are fully supported by the home owner, who helps them to be involved in the local community, as well as taking part in any activity of their choice, within the limits of their ability, thereby helping them to develop their own personal lifestyles. EVIDENCE: Every effort is made by the homeowner to make sure residents preferences and choices in their lifestyle are met. One resident commented, “I like to go out when I want to, either on my own or with others”, but im just getting to know my way around”. There was evidence residents go to the supermarket independently, which helps to develop their social skills. There was evidence of much more focus on residents going out into the community to use facilities there, rather than them being brought into the home. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26 Residents have their own bedrooms, which have facilities to develop their independence. Shared space is used for residents to relax, entertain or carry out hobbies, all of which helps them feel comfortable in the homes environment. EVIDENCE: Residents have their own bedrooms, which makes sure they have their own personal space. Discussion with one resident in their bedroom, confirmed they like having their own space. They commented on how they can make their own drinks with the facilities provided, and that they can watch what they like on television, thereby promoting their personal independence. The homes general environment is one in which residents feel comfortable with, and where there are no restrictions in movement around the home, so that they can use shared facilities or choose to be in their own rooms whenever they want. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 40,43 There needs to be further development in producing policies and procedures, which would demonstrate the homes ability in recognising the rights and best interests of residents living there. There must be a current certificate of insurance in place so that the interests of the residents are best protected. EVIDENCE: There is a continuing recommendation for the home owner to develop policies and procedures, which are required by National Minimum Standard 40 for Younger Adults and would show how the rights and best interests of residents living their can be met. There is a continuing requirement to have in place a current insurance certificate, which would cover the contractual liabilities of the homeowner.
