What the care home does well

The home has a relaxed, friendly family atmosphere with positive relationships between residents and staff. Staff had a good understanding of residents` support needs. From what the inspector saw during this visit she feels that the home continues to provide a good service.

What has improved since the last inspection?

The registered manager responded quickly to meet requirements and recommendations made at the previous inspection. Staff have completed adult protection from abuse training.

What the care home could do better:

A review of risk assessments is overdue. A record of staff fire safety training needs to be kept.

It is a home for up to three people with learning disabilities. The home is run and managed by The Disabilities Trust, a charitable organisation with experience in providing services for people with an autistic spectrum disorder. 22 Woodlands Road DS0000013224.V264906.R01.S.doc Version 5.0 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. This unannounced inspection took place on the morning of Tuesday, 8 November 2005. The purpose of the visit was to see how the home was meeting national minimum standards. The visit took almost two hours. The inspector spent some time with the three residents, staff on duty and the registered manager. They spoke about things that had happened since the inspectors’ last visit. The inspector also looked at some records kept in the home. Complimentary feedback was received from residents’ relatives and the residents’ GP. The inspector would like to thank each resident for making her feel very welcome and thank the registered manager and her staff for their assistance during the inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 2 The registered manager understands how important it is to make sure that the home is suitable and her staff team have the right skills before offering a place. . EVIDENCE: The home has a clear admission procedure. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Care plans, with all the essential information staff need to be able to care for residents, were neat and easy to read. A review of risk assessments is overdue. EVIDENCE: The inspector viewed the files for all three residents. Each had risk assessments completed but these had not been reviewed since August 2004. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 A familiar environment and routine, with freedom to choose how to spend their time, is very important to each resident. EVIDENCE: During the inspection each resident seemed to be happy going about their home and doing a variety of different things. Each resident made their choice of where and what to have for breakfast. One resident spent time chatting with the inspector in the kitchen then went back to her room to sing along to music, another resident decided to do puzzles in the dining room and another resident listened to her favourite music in her sitting room. 22 Woodlands Road DS0000013224.V264906.R01.S.doc Version 5.0 Page 11 Personal and Healthcare Support The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Staff help residents to get to see their local GP, dentist and other community healthcare services when needed. The system for recording outcomes of healthcare visits is very good. EVIDENCE: Information needed by staff to be able to provide personal and health care support was included in person centred plans. Feedback from the residents’ GP indicates a good working relationship with this home. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 The home has a satisfactory complaints procedure that is easy to follow. The policies and procedures that protect vulnerable people who live in this home are robust. The registered manager has a good understanding of adult protection issues that protect vulnerable people from abuse. EVIDENCE: A copy of the complaints procedure was recently sent to residents’ relatives along with a copy of the local Disabilities Trust newsletter. This home operates in accordance with the Oxfordshire Multi-Agency Code of Practice to protect vulnerable adults from abuse. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32 and 34 There is a core of well-established staff and regular agency staff that provide consistency of care within this home. The systems for recruitment, selection and performance management of staff who work in this home are generally good. EVIDENCE: Residents benefit from a staff team that knows them well and understands their needs. Positive relationships have been formed between residents, the registered manager and staff. This was evident by how each resident was relaxed in their company. Two staff of the small staff team are currently on maternity leave. Regular experienced agency staff who know residents well are providing cover during this time. EVIDENCE: The manager has successfully completed the process to register as manager with the Commission. The inspector receives copies of the proprietor’s representatives monthly visit reports. Health, safety and welfare records were kept in the home and were made available for inspection.
