Conditions of registration: Date of last inspection 5th October 2005 Brief Description of the Service: Clive Road is registered with the Commission for Social Care Inspection under the Care Standards Act 2000 as a care home providing care and accommodation for 3 adults who have a mental disorder. The home is situated in a busy residential area and is indistinguishable from other homes in the street. It is well maintained and provides a pleasant and safe environment for the people that live there. Residents at the home are encouraged to live as independently as possible and have developed a high degree of autonomy in their lives. Residents are encouraged in everyday activities and domestic tasks but emphasis is placed upon development and retention of skills. 3 Clive Road DS0000000062.V272838.R01.S.doc Version 5.1 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This unannounced inspection commenced at 10am and lasted for two hours. A member of staff and both the residents who live in the home were spoken to during the inspection. Numerous records including care plans, risk assessments, and policies and procedures were examined. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Residents assessed needs are reflected within their individual plans of care. Residents are consulted and contribute to their plans. These provide guidance for staffs care practice. EVIDENCE: A care plan was examined and discussion took place with the resident regarding his input. In the plan the resident had signed to agree to the comments made in each area of daily living. The resident said the entries were made after discussion with the member of staff completing the documentation. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 & 16 Good contact is maintained between residents and their relatives. Resident’s rights are respected and routines are flexible. EVIDENCE: Friends and relatives visit the home regularly and are encouraged to do so. One resident stays out of the home, with a friend overnight once a week. A resident interviewed said he can come and go in the home as long as he tells staff where he is going and what time he expects to be back. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 & 19 Residents receive good support to ensure that their personal, physical and emotional health needs are met. EVIDENCE: A resident spoken to said that there was always a member of staff around if he needed to talk and needed support. Residents attend their own General Practitioner, either by themselves or will ask for assistance form staff. Service users are supported by competent and qualified staff. Service users are supported by an effective staff team. Service users are supported and protected by the home’s recruitment policy and practices. Service users’ individual and joint needs are met by appropriately trained staff. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34 & 35 The residents are in safe hands with their care needs being met by a competent, supervised staff team. However, some of the staff needs NVQ training in care. EVIDENCE: Whilst the staff are competent and have received training the home have not yet achieved the required number of staff who have completed NVQ training. The manager of one of the other homes in the group also delivers training in subjects such as Depression, Schizophrenia and Anxiety. The home has recruitment policies and procedures in place. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 37 & 39 All required polices and procedures are in place which helps staff and the manager run the home efficiently and for the benefit of residents the views of residents are taken in to consideration. EVIDENCE: The staffs in the home have all worked there for some considerable time and know the residents and their likes and dislikes well. The residents are encouraged to remain independent, activities are encouraged and any routines are managed around them. For quality assurance the proprietor visits the home regularly and speaks to the residents individually. The resident interviewed said he would not complete a questionnaire and is happy with the way he shares his views.
