Date of last inspection 24/11/2004 Brief Description of the Service: Clive Road is registered with the Commission for Social Care Inspection under the Care Standards Act 2000 as a care home providing care and accommodation for 3 adults who have a mental disorder. the home is situated in a busy residential area and is indistinguishable from other homes in the street. It is well maintained and provides a pleasant and safe environment for the people that live there. This is an overview of what the inspector found during the inspection. This inspection was unannounced and started at 10am and lasted for three hours. One resident and one member of staff were spoken to during the inspection. Numerous records including care plans, policies and procedures and menus were examined. The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2 & 5 Resident’s needs are assessed periodically but documentation requires reviewing and dating. Each resident has a written statement of terms and conditions. EVIDENCE: The two residents in the home have lived there for many years and therefore re assessments of needs and wishes are carried out annually. However at the time of the inspection the annual assessments required reviewing and dating. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,9 &10 The individuality of residents is constantly promoted and they are encouraged to make choices about their lives. Confidentiality agreements are in place. EVIDENCE: Documentation showed that residents make decisions about their lives. Risk assessments are in place where required and they are signed and agreed by the resident. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13, 14 &17 A range of opportunities is available to residents to take part in age appropriate activities. A good range of meals is available to residents, which meet their dietary needs. EVIDENCE: A resident said he could take part in activities of his choice and this was confirmed in his care plan. He described his lifestyle and hobbies. He is part of a chess club and a music club and attends both on a regular basis. He said he goes out most days and particularly enjoys taking the bus to the moors and going for long walks. He takes a packed lunch, provided by the home and whilst he can make this up himself he usually likes the staff to do it for him. There is a four weekly menu in place in the home, however this can be changed weekly if the residents wish. The menu is put up on a daily basis and if a resident wants a change to the main meal a request just needs to be made before 10am for any extra shopping or cooking requirements. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 20 Medication arrangements are appropriate for the needs of the residents, and are managed in a safe manner. EVIDENCE: The home has policies and procedures for the receipt, recording, storage, handling and administration of medication in place. At the time of the inspection one of the residents was keeping his own medication. It was documented in his care plan when medication was ordered and received. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 & 23 The home has a complaints system which residents can use if they are unhappy. There are satisfactory procedures in place, which protect the residents from abuse. EVIDENCE: The home has a complaints policy and procedure in place, however there had not been any complaints made to record. One resident said he could discuss any concerns with staff in the home. Staff files showed that training in ‘No Secrets’, the protection of vulnerable adults had been completed. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25 & 30 The home is homely, comfortable, and clean and provides residents with a safe and well-maintained environment in which to live. EVIDENCE: The residents live in a comfortable and safe environment. Resident’s bedrooms are individually decorated and furnished to suit the residents, choices, needs and lifestyle. JUDGEMENT – we looked at outcomes for standard(s) 38 & 42 Resident’s views are taken into account in the running of the home. Residents are protected by the health and safety policies and procedures. EVIDENCE: A resident spoken to during the inspection said that there are regular meetings where any likes or dislikes in the home can be discussed. He also felt that he could talk to staff at any time if he had any concerns.
