The property is a semi detached house set in a rural area, set back from the road and situated within five acres of fields, farms and gardens. It is reached via an unmade road near the village of Weir. The home has views of the surrounding hills and valleys of the Rossendale Way. Care Homes for Adults (18-65 years) Page 2 of 9 Residents accommodation is provided in 6 single bedrooms which are situated on the first floor of the house. Within the home, there are shared lounge areas and a kitchen diner on the ground floor. Prospective residents can have a copy of the statement of purpose, a guide for the people who use the service and colour brochure to inform them of what to expect if they decide to live at the home. Fees at Abba Care Home are determined by a comprehensive needs assessment and can be discussed with the registered manager of the home. Items not covered by the fees are hairdressing, chiropody, holidays, meals out and some toiletries. Care Homes for Adults (18-65 years) Page 3 of 9 What we found:
At Abba Care Home the manager and team of care workers ensure that prospective residents always receive a comprehensive needs assessment before moving into the home. Information gathered at this stage is used to form a person centered care plan. The manager said that it is important to the wellbeing of the existing residents not to accept emergency referrals as the disruption might effect the wellbeing of the people who live there. Admissions to the home must be well planned and supported by pre admission visits to see if the resident can settle and fit into the homes existing routines. This is also important to make sure that the care staff have the skills and experience to meet the residents needs. As part of the visit a residents care plan was examined to find out if the information included in the plan was up to date and person centred. The care plan had been completed using information taken from a comprehensive Health Service needs assessment. The needs assessment contained robust safety risk assessments with a mental health care programme approach assessment. The care plan described the residents likes, dislikes, daily activities, routines and medical information. Contact with family, Doctor, other health professionals, and new medical instructions were clearly detailed and associated records were updated. Risk assessments that had been drawn up after the resident had moved into the home were agreed and signed by the resident. The care plan examined was reviewed and updated on a regularly following the registered manager monthly care review system. This care plan had undergone 2 reviews since moving into the home at the end of July 2008 and detailed the changes made to the way the care was delivered to the resident. At each care review the resident had signed the written records to confirm his agreement to any changes made to the way his care would be delivered. The homes medication policy and procedure is followed to ensure that medication and medicine records are handled correctly and medicines are administered by trained staff to prevent mis management. Part of the homes philosophy is to encourage the people using the service to exercise choice in many things provided by the home. Choices range from menu and meals, the times they are served and types of drinks served at meal times. Leisure and social activities are varied and take place after consultation with residents who do not have to take part in an activity if they dont want to. Care plans include information about residents leisure pursuits and every effort is made to accommodate these interests. The homes complaints and protection procedures are clear and uncomplicated. Three of the residents when asked said they knew how to complain and who to talk to if they were unhappy about any aspect of life at the home. There have been no complaints about the service made to CSCI since the last main visit to the home. A tour of the home showed the environment meets the particular lifestyle and needs of the residents. The home is clean, homely, safe, comfortable, well furnished and maintained. Now that the building work is completed the residents have gained more bedroom space and shared communal space has increased with the addition of a new Care Homes for Adults (18-65 years) Page 4 of 9 activity room equipped with a new pool table, dartboard, exercise machine, art and craft materials and other resources to ensure a wide range of activities. Two residents spoken to were excited about their planned Caribbean cruise that was soon to take place. Another resident was happy to talk about the animals that belonged to the homes small-holding and gave a progress update about the goats, kittens, ducks and hens since the last inspector visit. The staff team have been recruited only after pre employment checks are done . All staff are now fully trained in safeguarding and would know how to respond if they suspected abuse. This means that people using the service are protected by the homes safeguarding policy and procedure. Training is ongoing so that the care staff are always up to date with best practice and are able to fully meet the residents needs. The registered manager has the required qualifications and experience, is competent to run the home and to meet the homes aims and objectives. She demonstrates a clear sense of direction always putting the residents needs first and applies best practice in the way the home is run and managed providing a good role model for other employees. The manager ensures that staff follow the policies and procedures of the home, receive required training to meet the residents needs and ensure safe working practices at all times. There are clearly written records of all safety checks, accidents and complaints and good evidence of the homes compliance with statutory requirements and legislation. The registered manager is included on the staff rota and considers herself to be part of the working team. Reliable systems and are in place to support the manager and team in running the service so that they can do their job properly. This means they can offer a good standard of service to the residents and ensure their well being at all times. What the care home does well:
At Abba Care Home the residents live in a comfortable and homely environment. The manager and her team of care staff successfully meet the residents needs by treating them with respect, ensuring their privacy and giving them the support they need to make decisions about their own lives. The residents health care and personal support is managed through an individual plan of care that is reviewed regularly by the staff, the resident and their representative where appropriate. All residents seen at the home were comfortable, clean and well nourished. When asked about the quality of the service at Abba Care Home one of the residents told us, Im very happy here, Ive got everything. Residents could move freely around the home and daily routines and activities met their aspirations and preferences. There were enough trained staff to help the residents meet their assessed needs and enable a fulfilling lifestyle.
