This inspection was carried out on 3rd January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home provides a safe, well-maintained environment in which the service users live. Service users needs are assessed prior to them moving into the home to ensure the home can meet their needs. Service users and their relatives are encouraged to be involved in the monthly review of their care. The home is well managed and is staffed with competent well-trained staff in sufficient numbers to meet the needs of the service users.

What has improved since the last inspection?

The manager now completes a detailed pre admission assessment on each service user prior to them moving into the home. Care plans are very detailed and inform the staff of the actions they need to take to ensure the health and well being of the service users. Care plans are in place for service users who have been identified as being at risk following completion of an assessment.

What the care home could do better:

When a service user`s condition deteriorates staff ensure that the care that the service user receives is appropriate, but this is not always recorded in the careplan. If staff commence fluid charts or increase pressure area care then this should be recorded in the care plan. Staff should record in the service users` notes that their relative has been informed of any accident the service user is involved in.

One named person aged under 65 years of age Date of last inspection 28th June 2005 Brief Description of the Service: Aden View is a spacious purposed built care home situated in Primrose Hill, a residential area of Huddersfield. It offers personal care and accommodation for up to 46 older people. The accommodation is on two floors, the first floor being accessed by a passenger lift. All bedrooms have en suite facilities, and there are communal toilets and bathrooms situated around the home. There are a number of lounge areas and a dining room. The gardens are well maintained and there is ample seating to accommodate service users who wish to sit out when the weather permits. This was an unannounced inspection, which took place on 3rd January 2006. The inspection was conducted over a five-hour period and included a tour of the home, examination of service users and staff files as well as the home’s complaints policy and adult protection policy. Staff and service users were also spoken to. Not all of the standards were assessed during this inspection as many of the core standards were assessed during the inspection, which took place in June 2005. Service users said that they enjoyed living at the home. They also said that the staff were friendly and always around to help. They all commented on the variety and quality of food and said it was very nice. What the service does well: What has improved since the last inspection? Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 A pre admission assessment is completed by the manager to ensure that the service users’ needs can be met by the home. EVIDENCE: The manager stated that she visits each prospective service user prior to them being admitted to the home. The purpose of the visit is to complete a preadmission assessment to ensure the home is able to meet the needs of the service user. Following the assessment the service user is informed by letter of the date of their admission and which room they are to occupy. Completed pre-admission assessments were seen for three recently admitted service users. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 10 The care plans have improved since the last inspection and are very detailed and inform the care staff of the measures to be taken to ensure the service users needs are met. Service users said that the staff treat them respectfully and that their privacy is maintained. EVIDENCE: As part of the inspection, five service users care files were examined. These contained information gathered from the pre admission assessment and community care assessment. Care plans were in place for problems identified in these assessments. Risk assessments were in place for such things as nutrition, oral health, moving and handling and skin integrity. Where assessments identified that the service user was at risk a detailed care plan was in place. Following a recommendation from the last inspection the home now completes a care plan for service users who have pressure sores and who are treated by the district nursing team. Aden View DS0000026262.V271560.R01.S.doc Version 5.0 Page 10 Care plans and assessments were reviewed monthly and there was evidence that, where they wished, service users and their family had been involved in the review. Staff should ensure that if a service user’s condition deteriorates and fluid balance and turn charts are commenced, then this should be recorded in the Care notes. A number of service users spoken to said that the staff were very kind and helpful and respected their privacy. Care staff were observed knocking on service users’ bedroom doors before entering and maintaining privacy and dignity when carrying out personal care tasks. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: None of these standards were assessed during this inspection, however they were assessed during the last inspection and all were met. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16,18 Service users feel confident that any concerns they have will be dealt with appropriately by the manager. Policies and procedures are in place to protect the service users from abuse. EVIDENCE: The home has a comprehensive complaints policy, a copy of which is displayed in the reception area of the home. Service users are given a copy of the policy on admission and a copy is also displayed in their room. The manager investigates all complaints and makes the complainant aware of the outcome of any investigation. Service users spoken to said they were aware of the policy and felt that the manager would deal with any concerns they had appropriately. Staff receive training on the protection of vulnerable adults as part of their induction and as an annual update. The manager informed the inspector that the home is currently reviewing training in this area, and are putting together a more comprehensive training package. Staff spoken to on this subject gave good responses to questions asked. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20,21,22,23,24,25,26 Communal areas are comfortable and contain adequate furniture. There are sufficient toilets and bathrooms to meet the needs of the service users living in the home. The corridors and a number of service users bedrooms are in need of minor redecoration. EVIDENCE: As part of the inspection a tour of the building was conducted, this included a number of service users’ bedrooms and communal lounges and dining room. The lounges and dining room are spacious and homely in character and there is a smoking lounge for service users who wish to smoke. Service users are able to eat their meals in the dining room or in their own room. Service users’ bedrooms were personalised with their own belongings such as ornaments, pictures and small pieces of furniture. Bedroom doors are lockable and the service user is given the option to hold the key if they wish. There are a number of communal toilets and bathrooms in close proximity to the lounges and bedrooms. There is a shower room for service users who prefer a shower. It was noted by the inspector during the tour of the home that non slip rubber bath mats were used, these can be difficult to clean and can become contaminated and spread infection. It was advised that these should be removed. The standard of cleanliness throughout the home was satisfactory and there were no unpleasant odours detected. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28,29 The home is staffed by competent trained care staff. The home’s recruitment procedures protect the service users from abuse. EVIDENCE: 50 of the care staff employed at the home have an N.V.Q level two qualification, and a further six members of staff have nearly finished the award. The home should be commended on this . A selection of staff details were examined as part of the inspection. These contained application forms, medical questionnaires, references from previous employers and checks made to the Criminal Records Bureau. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,34,35,37 The home is well managed. Service users said that they were encouraged to air their views on the home and the care that they receive and any problems are rectified. Robust financial procedures are in place. Service users rights are protected by the homes policies and procedures. EVIDENCE: The manager has an NVQ level four qualification and has completed her registered managers award. She has worked with this particular client group and is aware of their needs. She encourages service users and staff to air their views and staff spoken to said that they felt supported by the manager. The home seeks the views of the service users and their families by sending out questionnaires asking them to comment on the home and the care that Aden View DS0000026262.V271560.R01.S.doc Version 5.0 Page 17 they receive. A recent survey carried out in November gave many positive comments about the staff and the home. The results of the survey were discussed with service users and relatives at a meeting held on 25 November 2005. Service users are able to deposit small amounts of personal monies within the home. This enables them to purchase small items from the home’s shop or pay for hairdressing. Four service users’ monies were checked and the balances tallied with the comprehensive records kept by the home. All records seen on the day of the inspection were up to date and stored securely.
