What the care home does well People continue to receive an excellent service living at Hawkhills. People living at Hawkhills can express their concerns. The complaints procedure is robust and easy to access. Staff practices, Sheffcare policies, training, and compliance with complaint and safeguarding procedures help to safeguard people who use the service, and protect their rights. What the care home could do better: We have not issued any requirements or recommendations. The manager said she would revisit Sheffcare`s whistle blowing policy with staff as a matter of good practice, and to make sure staff understood what this means. Accommodation is provided for 40 people over the age of 65 years. The home is operated by Sheffcare Ltd and is situated in the residential area of Stannington. Various shops and a public house are located nearby and the Hillsborough shopping centre is easily accessible. The grounds are tidy and there is an extensive patio area that is well kept, this is enclosed to ensure privacy as well as security. Car parking is available. The accommodation is provided on three floors with a lift for easy access. All rooms are for single occupancy. Easy access is available to all facilities for people who use wheelchairs, or have other disabilities. On each floor there are lounges, dining areas, Care Homes for Older People Page 2 of 9 Brief description of the care home bathrooms and toilets. There is a function room that is available for group activities or private use to entertain family or friends. Regular social events are organised inside and outside of the home. The organisation has the use of a mini-coach so can offer regular trips and outings. On 13 April 2010, the weekly fees ranged from £335 to £398, they do not include costs for hairdressing and chiropody. People who use the service, relatives and other interested parties are able to have access to inspection reports by requesting them from the home. Care Homes for Older People Page 3 of 9 What we found: We carried this inspection out as a Random Inspection. This means we visit the service and look at chosen areas concerned with the health, safety, and wellbeing of people who use the service. We will only change a star rating following a key inspection. Therefore, the rating for this service will stay the same following this random inspection. This inspection complies with our regulatory processes, the Care Quality Commission will conduct a further review under our new registration procedures before October 2010. The service had its last key inspection on 29 May 2007, and we gave them a Three star, excellent, rating. We last carried out an Annual Service Review on 18 May 2009, where we looked at information about how well the service was doing. Before we visited the service, for this inspection, we looked at any information we had received since the services last inspection. This included, The services AQAA (Annual Quality Assurance assessment), this is information the service is required to provide us with about how well they are delivering care. The services previous report, and any information from other stakeholders, such as the local authority, relatives and staff, and any surveys we received. Notifications, these are notices of information a service must give us about any incidents that happen which may affect peoples wellbeing. Any safeguarding, concerns, and complaints information. During the visit we spoke to people who live at Hawkhills, a relative, staff and the manager. We observed some care practices and looked at some records and documents. For the purpose of this random inspection we looked at how the home manages concerns, complaints and protection. (National Minimum Standards 22 and 23). This included, How well people can express their concerns. Access to a robust complaints procedure. How the service protects people from abuse. And How the service protects peoples rights. We also looked at recommendations we made to the service on our last inspection. This included, Support, where needed, for people where English is not their 1st language. Care Homes for Older People Page 4 of 9 We spoke to six people who live at Hawkhills. They told us their care was good, they feel safe and well protected, and they can raise concerns and complaints if they need to. People made positive comments, which included, They are smashing here, I cant fault them We can have a laugh I could tell anyone passing (staff) if I was worried about something It is homely here, like being at home We spoke to one relative, who told us they felt their family member was safe, and well cared for. They said, There is always someone you can approach (staff) they will listen and respond What I like about this place is that, it is the staff that matter, they are really friendly, homely and down to earth Staff are always ready to help. We spoke to two members of staff. And we spoke to one member in detail about their understanding of protecting people from harm, and protecting peoples rights. They understood what to look out for to identify if someone could be at risk of abuse, and they knew the right action to take to help people keep safe. They were aware about mental capacity and what this meant to people they cared for at Hawkhills. The manager said it was sometime since she had covered the whistle blowing procedure with staff. We agreed with the manager it would be good practice to revisit this again to make sure staff were confident about Sheffcares whistle blowing policies on reporting concerns. We saw evidence that staff had good access to training such as dementia care, infection control and falls prevention. This helps make sure people are well protected from harm from poor practices. The manager told us staff have an introduction to safeguarding vulnerable adults (adult protection) during their induction, then have more in depth training on a intermediate level. The manager also told us Sheffcare was reviewing their Safeguarding training package to make sure it included Mental Capacity and Deprivation of Liberty. All senior staff were nominated to attend Mental Capacity training with Sheffield City Council. The service carry out a Mental Capacity assessment for each person living at the home. They could improve this by making sure the assessment links directly to peoples Care Homes for Older People Page 5 of 9 individual care plans and includes a review date. This shows the home is proactive in making sure they put good practices in place to protect peoples rights, and to safeguard them from harm. Staff, and the manager, confirmed they would assist any one living at Hawkhills who would need support, if English was not their 1st language. They also confirmed that staff, who English was not their 1st language, had good communication skills, and were able to understand and interact well with people at the home. The manager said they had dealt with three complaints in the past 12 months. One of these was referred to safeguarding and involved an investigation. Safeguarding and the complaints are now concluded. We saw evidence that the home followed correct procedures, and worked with the local authority in order to safeguard people. Following the safeguarding incident and the complaint, the manager implemented improved practices, to help avoid similar incidents occurring again.
