This inspection was carried out on 4th October 2006.
CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.
The inspector found no outstanding requirements from the previous inspection report, but made 4 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well
The current service users are capable individuals, and able to make most decisions independently. Service users questionnaires returned to the Commission as feedback about the home were generally very positive, one service user said that " the manageress here is the only carer I have, and I can assure you that she always seems to know where and when I need help". All service users are registered with a local General Practitioner. A questionnaire returned to the Commission as feedback indicated that the General Practitioner was satisfied with the overall care provided by the home. Service users care plans and placement at the home is kept under regular review by Mrs Annan and care managers. Provision is made so that all service users attend appropriate social activities, day centres and become part of the local community. Arrangements are made so that service users have regular contact with their friends and families.
What has improved since the last inspection?
All service users now have service user plans with detailed information on their needs and personal goals. Risk assessments have been completed for those service users that self medicate. As required at the last inspection the Service Users Guide has been reviewed. Mrs Annan has produced written guidence on how staff should support service users in the event of her not being present at the home including guidence on the administration of medication.The homes complaints procedure has been updated and includes the telephone number and details of the Commission for Social Care Inspection. The homes fire alarm system is now checked on a regular weekly basis. Mrs Annan, formally a Registered Nurse, has now completed the Registered Managers Award at Bromley College.
What the care home could do better:
There were eight requirements set at the last inspection, Mrs Annan has worked hard to ensure that seven of these have been met. As a result of this inspection three new requirements and four new recommendations have been set. The overall impression when visiting the home is that it is well managed however there were a number of weaknesses identified during the inspection. The home should ensure that all information required in Schedule 1 of the National Minimum Standards Care Homes Regulations is included in the Statement of Purpose. Mrs Annan should attend adult protection training. Portable Appliance Testing should be carried out at the home. Medication should be stored in a locked cupboard in a part of the home so that it is accessible for inspection. Record of receipts and returns of medication should be kept in the home. More could be done to ensure that service users are aware of what food is offered on the homes menu. Mrs Annan should seek information on legionellas and produce a risk assessment to reduce the risk of legionnaires disease. The inspector would like to thank the service users and Mrs Annan for their support on the day of the inspection.
