CQC found this care home to be providing an Adequate service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 3 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Improvements have been made to the care plans and relatives have praised the care provided by the staff.

What the care home could do better:

It is important that a manager is recruited who is then registered with the Commission toensure the effective management of the home. There is a need to obtain written quotes for repairs to the roof and written confirmation from a competent person that the roof and outside wall are safe and not in danger of collapse. The doors leading to the rooms where there has been leakage and ceiling collapse should be made secure to ensure that any person being cared for at the home cannot enter and injure themselves. Priority should be given to improving the outside and inside of the home to ensure that it is a pleasant and safe place to live and to ensure that the persons cared for are able to access the garden. Attention should be paid to the cleaning of the home to ensure that good cleaning standards are maintained. The carpet that is badly stained should be replaced. The Television in the downstairs lounge requires attention in order to provide a clear picture. There is a need to ensure that staff attend safeguarding training and that they understand the importance of attending mandatory training. Regulation 26 visits should be recorded in sufficient detail to provide information about the conduct of the care home that includes information about the persons cared for, staff and the environment.

The home is situated on the main road in a residential area of Kirkham and is within easy reach of community resources and facilities and is located on a bus route. Accommodation is arranged over three floors. There are fourteen single and four double bedrooms. There is a passenger lift to each floor of the home, and ramped access to the garden and patio area enabling access throughout the home. Care Homes for Older People Page 3 of 10 What we found: There have been no applications for the post of manager and the directors are now looking outside the geographical area of the home. One of the managers from another home owned by Hexagon is overseeing the management of the home and attends Arundel one day a week. One of the directors is present at Arundel on a daily basis and can be contacted by staff. There are concerns about the safety of the building, the general environment and the outside area. A tour of the home took place and one of the unused bedrooms has a ceiling that has caved in and a bucket is in place to catch rain water. On the outside of the building there is a bulge in the wall and cracks in the rendering. According to the directors, a roofer has examined the roof and a verbal quote had been provided, they were still in the process of obtaining further quotes. The outside area has uneven crazy paving that does not allow the persons being cared for to access the garden safely. The general appearance of the home from the outside is that it has been neglected. The directors stated that an employee had been given instructions to tidy the garden but that the bushes and shrubs had grown again following all the rain. There was an intention to purchase a sign to be hung outside Arundel. Inside the home, the flooring in one of the corridors leading to a lounge had ingrained dirt around the edges. The TV in the main lounge was not working properly and had a poor picture. A carpet in one of the bedrooms was badly stained. The financial reports for the 2008/9 are not yet available. An Improvement plan was provided during the inspection with regard to the requirements and recommendations made at the key inspection undertaken on the 9th June 2009; the improvement plan did not refer to the requirements made at a random inspection undertaken on the 17th July 2009 following concerns raised by Social Services. Staff have not attended safeguarding training that had been arranged by the acting manager. A copy of Regulation 26 visits had been completed but it was lacking in detail.
