This inspection was carried out on 21st October 2005.

What the care home does well

Each resident told the inspector that the care provided in this home continues to be good. The home has a warm, friendly family atmosphere. The home provides additional support to residents when needed. Residents look after their own medication and personal money with a little help from staff.

What has improved since the last inspection?

A new sofa and curtains for the lounge have been purchased and a new oven has been fitted in the kitchen. The manager has achieved high results in meeting the CareTech quality standards for running of this home. Staff have completed adult protection from abuse training.

What the care home could do better:

From what the residents told the inspector during this visit the inspector feels that the home continues to provide a very good service. From the standards looked at during this inspection the inspector cannot suggest how the home could do better at this time.

The total number of persons accommodated at any one time must not exceed 3. 19/04/05 Date of last inspection Brief Description of the Service: Ashley House is a semi detached family house situated close to local shops and facilities in the centre of Banbury. It is home for up to three people with a learning disablity. All enjoy a high level of independence and are supported by staff to be as independent as possible. The home is run and managed by Caretech Community Services Ltd., an organisation with experience in providing care services for people with learning disabilities. This announced inspection took place in the afternoon of Friday, 21 October 2005. The purpose of the visit is to see how the home is meeting National Minimum Standards. The visit took just over two hours. The inspector spent this time with all three residents and the acting manager. The residents told the inspector about things that were important for them. The inspector also looked at some records kept in the home. The inspector would like to thank each resident for making her feel very welcome and thank the staff for their assistance during the inspection. EVIDENCE: The home has a clear admission procedure. There have been no new admissions to this home since the last inspection. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Care plans including risk assessments with all the essential information staff need to be able to care for residents were neat and easy to read. EVIDENCE: The inspector viewed the files for all three residents; each had risk assessments completed and were up to date with essential information that staff need to be able to care for each resident. JUDGEMENT – we looked at outcomes for the following standard(s): 15 Contact with family and friends is very important to each resident and staff help with this where necessary. EVIDENCE: The inspector could see from how the residents spoke about the staff that they had built a strong bond. Residents talked about friends and their family and told the inspector how staff help them keep in touch. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 The complaints procedure is easy to follow. The policies and procedures that protect the health, safety and welfare of the residents of this home are robust. EVIDENCE: Each resident was clear about what they need to do if they have a complaint. This home operates in accordance with the Oxfordshire Multi-Agency Code of Practice to protect vulnerable adults from abuse. Staff have attended specific local training. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 The standard of shared accommodation within this home is good providing a comfortable, family home atmosphere. The home was bright, clean and tidy at the time of the inspection. EVIDENCE: The home has a new sofa and curtains in the lounge. On the day of the inspection the home was seen to be clean and tidy. The systems for recruitment, selection and performance management of staff who work in this home are generally good. EVIDENCE: Residents confirmed to the inspector that staff have a clear understanding of their roles and do their job well. The manager provided details of the range of training opportunities to enable staff to do their job. EVIDENCE: The experienced manager provides clear leadership and vision for the home. Her application to register as manager with CSCI is currently being processed. The inspector receives copies of the proprietors’ representative’s monthly visit reports. Well maintained health, safety and welfare records were kept in the home and were made available for inspection. CareTech, who run this service, has financial and accounting systems subject to internal and external audits. The latest internal quality standards audit made available by the manager indicated the manager and her staff team run a well organised home.
