This inspection was carried out on 3rd January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home had a warm, friendly and welcoming atmosphere. Residents were relaxed and happy to talk about the care provided. All residents that were spoken with continued to say their needs were met and they were happy with the care they received. They described the manager and staff as "very good" and "brilliant". Through discussions and observations it was evident that the manager had an excellent knowledge of residents individual needs and that she was committed to providing a good quality of service. The numbers and skill mix of staff met residents` needs. Residents` financial interests were safeguarded.

What has improved since the last inspection?

There were no requirements or recommendations at the last inspection.

What the care home could do better:

Improvements were required with the medication record kept by the home to enable auditing of all medicines received and administered.

One specified service user under the age of 60 years may reside at the home. 3rd June 2005 Date of last inspection Brief Description of the Service: Belle Green Court is a care home providing personal care and accommodation for 40 older people. Mr Diwan Chand owns the home. The home occupies a central position in the village of Cudworth in Barnsley, central to all local amenities. The home is a two-storey building. All bedrooms at the home are single with en-suite facilities. There is a passenger lift. The home has a garden area that was well maintained and accessible. This was an unannounced inspection carried out from 9.30 to 12.30. Opportunity was taken to inspect a sample of records and talk to residents, staff and the manager. The majority of residents and staff were seen during the inspection and the inspector spoke in more detail to five residents about their views on aspects of living at the home and one member of staff on duty about their knowledge, skills and experiences of working at the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The outcome for standard 9 was inspected. There were no residents’ responsible for their own medication. EVIDENCE: The manager said there were no residents’ responsible for their own medication and that this had been assessed as part of a risk management framework. The policy/procedure that was in place confirmed this. Records were kept of medication received into the home, but the recording mechanism for medication that was not received in the NOMAD system in one instance, there was no method of auditing the amount of medication received, administered and that remaining. The manager said she would address this. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The outcome for standard 27 was inspected The numbers and skill mix of staff met residents’ needs. EVIDENCE: The staff rota for the week of the inspection demonstrated that minimum staffing levels were met and a good skill mix of staff were employed to meet the assessed needs of residents. Sufficient ancillary staff were employed to ensure standards relating to food, meals and nutrition were fully met and the home is maintained in a clean and hygienic state. All residents’ spoke positively about the care that they received and spoke highly of the staff team describing them as “very good” and “brilliant”. There was a member of staff providing care to residents’ who was 17 years old. The manager said the member of staff currently worked supernumerary. The staff rota confirmed this. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The outcome for standard 35 was inspected Residents’ financial interests were safeguarded. EVIDENCE: Residents’ were able to maintain control over their finances if they wished and had the capacity to do so. Where the manager was responsible for the payment of personal allowances, written records of all transactions were maintained. The record of monies held on behalf of a resident was maintained with the balance and monies correlating. On the whole the financial transactions were signed by two persons to confirm the transaction. Where financial transactions occurred the description of what the monies were used for was accounted for by other records and/or receipts.
