Conditions of registration: 1. Four named individuals who are over the age category are able to reside at the home for as long as regular reviewed assessment determines their needs can continue to be met by the service. 12th July 2005 Date of last inspection Brief Description of the Service: Blenheim is a purpose built home providing care for 29 younger adults with a physical disability. The home is on ground leveel but there are also two first floor flats, one of which has been converted for use by three Residents. The home is managed by Stockton-on-Tees Borough Council. Each bedroom is a minimum of 10 sq. m. There are three small dining rooms and three communal lounges. The home is close to local shops and amenities. There is a car park at the front of the home. This is an overview of what the inspector found during the inspection. The inspection commenced at 11.55 am and concluded at 2.40 pm. Two Residents and two members of staff were spoken to during the inspection. 13 Residents’ and 4 relatives’ returned comment cards. What the service does well: What has improved since the last inspection?
The external doors to the quadrangle and the fascia boards have been redecorated. Personnel files now meet the requirements stipulated in schedule 2 of the Care Homes Regulations 2001. The registered manager now ensures that the staff receives training appropriate to their needs. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 Residents’ are admitted to the home following an assessment which they have been involved in. EVIDENCE: Three Residents’ files were audit and all contained assessment documents; with evidence that the Resident had been involved in his/her assessment. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 and 17. Residents’ are able to have personal relationships. Residents’ are offered a healthy diet, which they enjoy. EVIDENCE: Residents’ engage in personal relationships if they so choose. One Resident stated that he had made new friends whilst living in the home. Another Residents stated that her friends visited her at Blenheim but she had also made new friends since moving into the home. One Resident informed the Inspector that the ‘food was too good’; the other Resident stated that it was alright. Both Residents’ stated that an alternative meal was available if required. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 Residents’ retain, administer and control their own medication where appropriate. There are policies and procedures for dealing with medication. EVIDENCE: There is a policy and procedure for the receipt, recording, storage, handling, administration and disposal of medicines. Risk assessments are in place for those Residents’ who wish to administer their own medication. The Senior Officer administers medication to those Residents’ who do not wish to self medicate or are unable to do so. JUDGEMENT – we looked at outcomes for the following standard(s): 23 The home has the Teeswide Protection of Vulnerable Adults Guidance and a Stockton Borough Council Whistle blowing policy. Staff are aware of the action to take should they witness any form of abuse. EVIDENCE: The staff interviewed by the Inspector stated that they had heard of No Secrets and the Protection of Vulnerable and were aware of what action to take should they witness any form of abuse. Residents’ who spoke to the Inspector stated that the were happy living in the home and that if they had any worries or concerns they would speak to their Key Worker or the Manager. The staff have received training to carry out their role at the home. EVIDENCE: Personnel files now contain the required information as stipulated in Schedule 2 of the Care Home Regulations 2001. There was evidence that the staff received training to keep them up to date with current care practises.
