This inspection was carried out on 28th September 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home is run for the benefit of its service users and provides good quality care in a well-maintained and pleasant environment. There is a staff team in sufficient numbers to meet the needs of service users and service users are treated with dignity and respect at all times. Service users spoken to during the inspection were very happy with the care they receive at the home and felt that their wishes and views were taken into consideration, all those service users spoken to stated that the food was plentiful and of good quality.

What has improved since the last inspection?

The home has had 2 new boilers fitted and the home is progressing well with its plan to cover all radiators at the home and this is nearing completion. Recruitment practices at the home have been improved and a sample of records seen contained all of the information on staff that is required. There has been a computer purchased for the use of service users and the activities co-ordinator will be working with individuals to help them get the best use of this facility.

The home is located in a residential area close to local amenities. Accommodation is provided over two floors and has a stair lift to assist access between floors, there is and L shaped lounge/dining area together with a separate lounge area with comfortable seating. There is a large secure garden and the front of the property provides parking for visitors to the home. The inspection took place over 3.5 hours and was unannounced. During the inspection it was possible to speak with 8 of the 20 service users who are currently accommodated at the home and it was also possible to speak with 3 members of staff and the registered provider. The opportunity was also taken to read and inspect records and to tour the home. Requirements made at the last inspection have been addressed by the home and there were no requirements or recommendations made as a result of this inspection. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 The home does not provide intermediate care for service users. EVIDENCE: The inspectors spoke with the registered provider and he confirmed that the home does not provide intermediate care. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8 & 10 Service users health care needs are fully met by the home and service users are treated with dignity and respect at all times and there right to privacy is upheld. EVIDENCE: Service users at the home are registered with a 5 different doctors surgeries and each of these surgeries have a number of GP’s and service users are able to choose their own GP. Eastleigh Health Centre provides dental care and home visits can be arranged. A visiting optician calls twice per year to the home and some service users are supported to visit a local optician of their choice. A chiropodist visits every 6-8 weeks and service users are individually billed for this service by the chiropodist. One service user who is diabetic is fully aware of the availability of foot care treatment through the NHS. Service users spoken to confirmed that their health care needs are met by the home. Service users were full of praise for the care staff and stated that there privacy and dignity was maintained at all times and the inspector observed the interaction between service users and staff and there was a relaxed and friendly atmosphere. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 & 15 The cultural, religious and recreational needs of service users are met and the home matches service users expectations. Service users receive a balanced diet in pleasant surroundings and at times convenient to them. EVIDENCE: The home employs an activities co-ordinator who works 3 days per week and there are a number of activities organised for service users, these include cross stitch, board games, armchair aerobics, reminiscence sessions, arts and crafts, gardening in the warmer months and quiz’s. The activities co-ordinator also works on a 1 – 1 basis with service users to develop suitable activities for individuals and groups. The home is working with the local council and the arts council in the “Music in Care” project and this has enabled a number of professional musicians to visit the home along with choir’s and also a local poet. The home also arranges trips out into the community. The home has just purchased a computer for service users to use and is hoping to obtain a web camera so that service users can communicate face to face with relatives or friends via the Internet. Service users spoken to praised the activities coordinator and also the home for the activities it provides and service users were very happy. The cook at the home operates a 4 weekly menu, which is changed with the season. There is a record of food provided kept and service users stated that the food at the home was good. JUDGEMENT – we looked at outcomes for the following standard(s): 16 There is a simple, clear and accessible complaints procedure, and service users and their relatives and friends can be confident that their complaints will be listened to, taken seriously and acted upon EVIDENCE: Service users spoken to were aware that there was a complaints procedure but stated that they didn’t need it; they would just tell the staff if they had a problem. The home has a policy and procedure for dealing with any complaints and this contained the required information and staff members spoken to be aware of the homes complaints procedure. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 & 25 Service users live in a safe well-maintained environment and their surroundings were safe and comfortable. EVIDENCE: A tour of the building was undertaken and communal areas were well lit and all areas were well furnished. Service users spoken to enjoyed sitting in the lounge and spent their time chatting to each other. A New boiler system has just been fitted to the home and the home have contracted the service’s of a maintenance man to repair any defects, there is a maintenance plan for the home and this is being followed. Work is nearing completion on the covering of radiators and some of these are being replaced with radiators, which have a low surface temperature. Risk assessments have been carried out on all radiators that are not covered and water temperatures are regulated throughout the home. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 29 & 30 Service users needs are met by a staff team in sufficient numbers and with a mix of skills and they are trained and competent to do their jobs. Service users are protected by the homes recruitment policies and practice. EVIDENCE: The homes staffing rota showed that there are 3 staff members on duty between 0800 and 1400, 2 staff on duty between 1400 – 1700, 3 staff on duty between 1700 & 2100 and 2 waking night staff on duty between 2100 & 0800. Service users spoken to stated that there was always staff around and that if they used their alarm call system, staff arrived in good time. The home has policies and procedures in place with regard to recruitment and staff recruitment records were inspected for 2 staff members and those seen contained all the required information including 2 references and a record of CRB checks. The home has an “in house” induction procedure together with a Skills Council induction and foundation programme. Staff are supported and encouraged to undertake NVQ training as soon as possible after starting employment. Staff has received training in food hygiene, first aid, infection control, moving and handling, fire safety and principles of care. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 38 The health, safety and welfare of service users and staff are promoted and protected. EVIDENCE: The home has a new style accident book at the home and the inspector looked at this and certificates were seen for the annual tests of fire fighting equipment, fire alarms, boilers, and electrical equipment and for the stair lift and hoist and these were all in date. The fire log was inspected and all relevant training and testing is carried out within the specified timescales.
