Conditions of registration: Date of last inspection 20th July 2005 Brief Description of the Service: Brooklands 2 is a three storey late Victorian town house situated in a residential road within easy access of Banbury town centre. The accommodation is spread over three floors served by a passenger lift and comprising 17 single rooms and 6 double rooms. There is an assisted bathroom on each floor, and three lounge/dining rooms. This is an overview of what the inspector found during the inspection. This CSCI announced inspection was conducted over one day when the outcomes of key standards of the National Minimum Standards were assessed. The proprietors had previously supplied to the inspector the completed CSCI pre-inspection questionnaire and self-assessment document. Residents, relatives and health and social care professionals also returned completed comment cards to the inspector. The inspector saw all areas of the home, spoke with several residents and some relatives, and discussed key aspects of the management of the home with the proprietors and the registered manager. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 9. Care planning is comprehensive and individualised. The general management of medication into the home is good, but medication from all sources must be recorded when received at the home. EVIDENCE: Nurses conduct a comprehensive assessment soon after admission to determine the individual’s care needs. The inspector saw several detailed care plans covering the physical and psychological needs of residents. Directions to staff were clear and relevant, and residents confirmed to the inspector that their care needs were met. To confirm that residents or their relatives are involved in the care planning process the inspector recommends that where possible they be asked to sign agreement to the nursing assessment carried out after admission. There is a clear audit trail of regular medication ordered through the pharmacy and the inspector was satisfied that good practice is followed throughout the process, including for controlled drugs. The inspector noted that in one instance medication received from a resident returning from hospital was not recorded as received in, though in all other respects recording was good. All medication received into the home must be recorded.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 Residents receive a wholesome diet at convenient times. EVIDENCE: The inspector saw the home’s four-week menu showing that home cooked food is available three times a day. Several of the residents stated in the CSCI questionnaire that they liked the food, and others told the inspector that the food was good. Special diets are catered for and pureed food is well presented. Staff attend to individuals needing help to eat in a sensitive way. Residents live in a safe and well-maintained environment. Infection control is well managed. EVIDENCE: The home complies with the environmental health and fire service requirements. There is a maintenance team responsible for the upkeep of the home, including the gardens, and ongoing replacement and updating of the fabric of the home continues. The home’s registered manager is responsible for the implementation of the home’s infection control policies. JUDGEMENT – we looked at outcomes for the following standard(s): 27 The numbers and skill mix of staff meet residents’ needs. EVIDENCE: The home’s rota shows that a mix of qualified nurses and care staff are available for residents over the day and night. Additional staff are available at key times of the day to meet the needs of residents. The proprietors work hard with training providers to ensure that a wide variety of training opportunities are available to attract carers. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 35 and 38. The proprietors work hard to ensure that residents’ views are taken into account to improve daily life in the home. Residents’ financial interests are safeguarded. The health, safety and welfare of residents and staff are protected. EVIDENCE: The proprietors use a range of formal and informal methods to audit all aspects of life in the home, including meetings with residents and relatives. The registered manager has an open door policy for residents, relatives and staff, and has responded to concerns about language difficulties by organising weekly English language lessons for staff. Relatives usually manage residents’ financial affairs, and any extra charges are detailed in the terms and conditions at the time of admission.
