Conditions of registration: Date of last inspection 9 August 2004 Brief Description of the Service: Burrows Lea is registered for eight older people. The home is a large detached residence situated in the south of Blackpool close to Highfield road shopping centre and local bus routes. All the rooms are en-suite and aids and adaptations have been fitted where required. The home is on two floors and there is a stair lift to access the first floor. There is a large through lounge with a conservatory atached and a dining room. The outside provides seating at the front and rear of the property with a ramp fitted for wheel chair access. This is an overview of what the inspector found during the inspection. This inspection was unannounced and started at 10.00 am and took place over 3.5 hours. The Inspector spoke to the homeowner two staff members and four residents. Records of three staff members were also examined. A tour of the premises was undertaken. Examination of the homes documentation, policies and procedures formed the basis of the inspection. What the service does well: What has improved since the last inspection? What they could do better:

Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26 Recent investment in new windows and furnishings has improved the appearance of the home. The home was homely, clean and tidy and maintained to a high standard ensuring the residents comfort and safety in pleasant surroundings. EVIDENCE: A tour of the building found the home to be clean and tidy. The home is maintained to a good standard and examination of maintenance records showed there is a rolling programme of general repairs and renewal of the premises ensuring the comfort and safety of the residents is maintained. Observation of some bedrooms showed they had been redecorated and new windows fitted. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27, 28, 29 and 30. The policies and procedures for the recruitment of staff are robust and provide safeguards for the protection of residents. Staff are well trained ensuring they have the competencies to meet the residents needs. EVIDENCE: Records show training is ongoing and the home now has over 60 staff that has completed NVQ (National Vocational Qualification) level 2 in care to meet the 50 required by the national minimum standards. Staff spoken to commented on the extensive induction training. A staff member said “I am still doing my induction which is a lot to take in but it has given me the confidence to provide the necessary care to the residents”. Each staff member has their own training and development file, which when examined confirmed the training provided by the home is extensive and thorough providing staff with the skills to carry out their duties. The Homeowner said the homes recruitment procedures had been reviewed and any future staff would not commence employment without the necessary recruitment checks being undertaken to ensure the protection of residents living at the home. Three staff records examined confirmed all the necessary checks are in place including references and a Criminal Records Bureau check POVA (Protection of Vulnerable Adults), being received before the staff member could commence working at the home. Residents said they were happy with the care they receive. One resident said, “I feel well cared for nothing is to much trouble for the girls and Bob”. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 33, 35 and 38 The home is well managed and run in the best interests of residents ensuring their safety and protection. EVIDENCE: The homeowner has completed the necessary qualifications required by the National Minimum Standards in management and care. Also the senior carer has completed NVQ (National Vocational Qualification) to level 4 in management and care ensuring they have the skills and competence to provide the support to staff and care to the residents. One resident spoken to said, “Bob and the girls are lovely it’s like a big family here”. Staff members said they found the manager was supportive and provided a clear sense leadership. A member of staff said, “The induction training was excellent I feel I learnt a lot from it.” Another commented, “The training is very good and Bob is very supportive we can always speak to him if needed.”
