CSCI found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

We found there has been positive developments on all levels at the home since the previous inspection. Residents spoken to said the place is nice to live in and there is always something going on. There is flexibility in the service which means that residents can make choices about how they want to live their lives, including when they want to get up and go to bed. If they want to go out they are helped to do this. They are given the opportunity and choice to experience days out or holidays, but residents rights to make decisions are respected by the management and staff. We saw resident moving around the home freely and without constraints. Some resident choose to use their rooms during the day and this is not seen as a problem to staff. Mealtimes are set however in some instances residents choose to go out or have their meals at times which suit them and this is not seen as a problem and can be catered for. We saw resident engaging in conversations around the home and staff were seen to communicate well with residents and visitors, which demonstrated the flexible and relaxed nature of the home.

What the care home could do better:

The home should continue to develop the good practice already seen during this random inspection so the outcome for people continues to be positive. The manager should continue to complete a management qualification in order to apply for registration as manager with the Commission.

Date of last inspection Brief description of the care home The Chaseley Care Home is situated in a prominent sea front position in the North Shore area of Blackpool. It is close to transport links, which take you into the centre of Blackpool or to other areas of the Fylde coast. The home is also close to shops and other amenities. The Chaseley Care Home provides residential care for up to 24 older people. The home has four floors and there is a passenger lift to all floors. A chair lift is in place from the ground floor to the first floor. There are a number of aids and adaptations in place throughout the care home suitable for the age range and needs of residents living there. There are fifteen single rooms, nine with en-suite, and three Care Homes for Older People Page 2 of 8 Brief description of the care home double rooms all with en-suite facilities. There is a written Statement of Purpose outlining the home purpose and function, however this has not been reviewed, and there is no other information in the Service User Guide, which would inform people who use the service of what is available to them including information about how to make complaints. The most recent inspection report was not seen to be freely accessible to users of the service. At the time of the site visit the information provided to the Commission showed that care home fees were 357 pounds per week, any additional expenses including chiropody, newspapers and additional toiletries are met by the resident or third party. Care Homes for Older People Page 3 of 8 What we found: We carried out this Random Inspection based upon the Commission for Social Care Inspection methodology. The purpose is to ensure the home is maintaining its good standard of care as identified in the report of 16th August 2007. As part of the inspection process we looked at the quality of care in all areas including choice of home, personal care, healthcare, daily life and activities, complaints, the environment, staffing, and management of the home. We saw the home provides a full assessment of need to residents being admitted to the home. In instances where residents are placed by other professionals there is a full assessment provided so that the home knows what the needs of the resident are. Residents we spoke to told us they had received information about the home prior to them being admitted. Comments included, we were given all the information we needed. The care plans we looked at were up to date and regularly reviewed. They told us residents health and personal needs are being met. Staff told us they get all the information they need from the files to be able to provide a good level of care and to meet the individual needs of residents. Residents we spoke to said they have recently been on day trips from the home. Comments included, we have had some nice days out to the Lake District and Southport, it all went well, there are some more planned as well. Two residents have recently had a short holiday in the Isle of Man supported by staff, they told us they were anticipating another holiday next year and were looking forward to it. There are planned Christmas shopping trips for residents who will be supported by staff, residents spoken to said they are looking forward to them. There have been no complaints made to the Commission in the last twelve months. The home has investigated a concern raised with them and we saw this has been resolved and records in place to record the incident. The staff team have all attended training in safeguarding people so that they are protected. We looked around the homes environment and found there have been developments in how the home is decorated with six rooms seen having been decorated and new furniture in place. A resident told us how nice it was to have everything matching and cosy. The manager told us the refurbishment was ongoing so that all rooms will be decorated and replacement furniture in place. In addition to decoration there is a new wet room in place on the ground floor. This is well designed and residents told us they like using this facility because it is easy to use. There is no fuss, its better than the bath I think. There has been little change in the staff team. We spoke to three staff members who told us they like working at the home and are enjoying the trips and holidays that are available to residents. We saw them working closely with individual residents throughout the time spent at the home and they spoke with respect and sensitivity to Care Homes for Older People Page 4 of 8 residents at all times. The manager showed us the training programme which is currently being introduced so that the staff team are well trained and competent in their role. Residents told us they like the staff team and feel supported by them. They are very kind and always there for you. There is a manager in day to day control of the home. We were told there is to be an application made to the Commission for registration following completion of a managers qualification. The owner provides daily oversight to the running of the home and is involved in the development and training of staff as well as managing administrative issues.
