Conditions of registration: None Date of last inspection 31/01/05 Brief Description of the Service: Number 1 Christchurch Road is a detached older style house in a residential area of Hemel Hempstead offering a service to five people. The accommodation is on two floors and consists of one en-suite bedroom, comfortable sitting room, dining room and kitchen on the ground floor, and four further bedrooms, bathroom, toilet and office on the first floor. There is an additional toilet on the mezzanine landing, and the garage is used as a utility space for laundry and some food storage. There is a small paved garden at the rear of the house, which is tended by staff and service users. The house is close to Hemel Hempstead town centre and public transport is accessible nearby. This is an overview of what the inspector found during the inspection. This inspection, was carried out by one inspector, on the morning of 17th October 2005. All the service users were spoken with and all the staff on duty were spoken with. It was a very positive inspection. All the service users and staff were positive about the service. No new admissions had been made since the last inspection. All documentation had been updated where appropriate. The environment was clean, fresh and odour free. All the service users rooms were personalised to reflect the personality of the service user. One service user was out assisting staff to complete the weekly shopping. No requirements were left at this inspection. What the service does well: What has improved since the last inspection? What they could do better:
The Registered Manager and the Registered Provider are aware that the front of the home needs attention. A new front door is on order and plans are afoot to improve the small garden.

Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,3,4&5. The home provides up to date information to all service users and their representatives to enable them to make an informed choice in choosing a home. EVIDENCE: The home updates its Statement of Purpose and Service Users’ Guide regularly and they reflect the service the service users can expect in the home. The assessment of the service users contained all the necessary information pertaining to the health, welfare and social needs of the service users. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7,8,9&10. The home ensures all the service users have care plans. Service users make decision about their lives and participate in the local community. EVIDENCE: Both care plans that were examined contained a commendable wealth of information that should ensure that there would be an adequate continuity of care provision in terms of health and welfare if the regular care team were not available. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12,13,14,15,16&17. The service users have opportunities for personal development and where possible participate in the local community. Service users are offered and participate in the enjoyment of a varied healthy diet. EVIDENCE: Service users participate well in the running of the home. Each has a day when they chose the main course for the evening meal. They are supported by staff in the daily tasks of living. They have a varied and full life outside the home. The home is within easy access of the town centre. The service users use the local pub and restaurants to eat out regularly. On the day of inspection one service user was shopping with a member of staff. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18,19&20. Service users wishes are very much at the centre of the home. They are consulted on all aspects of their lives. Medication is administered appropriately. EVIDENCE: The service users spoken with indicated that they are consulted in all aspects of their lives. All service users are registered with a local doctor’s practice. Each has a named Community Psychiatric Nurse and are reviewed regularly. Medication was administered and recorded appropriately. The service users are protected from abuse. Service users feel that their views are listened to. EVIDENCE: There were no complaints since the last inspection. The staff were aware of the Protection of Vulnerable Adults policy and informed the inspector they would follow it should the need arise. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28&30. The home is comfortable and meets the needs of the service users. EVIDENCE: On the days of the inspection the home was clean, fresh and odour free. All rooms were personalised and homely. Appropriate lifting and moving equipment is available. The environment meets the space requirements of the Care Standards Act 2000. Service users have the facility to lock their rooms. There are plans to install a new kitchen in the coming financial year. The front door is shabby and in need of paint, the Registered Manager informed the inspector that a new door is on order and will be installed in the next few weeks. The environment meets service users needs in relation to lifestyle and needs. It is homely, clean and hygienic. JUDGEMENT – we looked at outcomes for standard(s) 31,32,33,34,35&36. The home is staffed by well trained, well supervised, committed staff. EVIDENCE: The home has a core of well trained and committed staff. All staff receive regular supervision. Staff spoken with confirmed that they are well supervised. The inspector observed very good interaction between staff and service users. All staff receive up to date training. The staff files inspected contained all the necessary information in relation to identity and security clearances. JUDGEMENT – we looked at outcomes for standard(s) 37,38,39,40,41,42&43 The home is well managed resulting in a home that is supportive, homely and meets their needs. EVIDENCE: This was the first inspection for the Registered Manager. The staff spoken with informed the inspector that they were well supported by the Registered Manager. There is a homely atmosphere in the home. The service users spoken with informed the inspector that they are happy living there and that they are consulted and supported in all aspects of their lives. There were appropriate up to date records on all aspects of the running of the home including fire safety, staff training, staff supervision and insuring care all the data on the service users.
