The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The records kept about service users help staff to provide care in a safe and proper manner. Staff are provided with appropriate training to help them carry out their duties properly. Generally service users said that they enjoyed the activities provided and that staff were kind and helpful.

What has improved since the last inspection?

The hairdresser has now moved upstairs providing better access to the downstairs toilet facilities. There is an increase in the number of staff completing NVQ training.

What the care home could do better:

Previous requirements with regard to ensuring bathrooms and toilets were fitted with locks had not been completed.The vetting of staff prior to commencing employment still needs to be tightened up to ensure that service users are, as far as possible, protected from abuse.

The home is a converted and extended two-storey building set in its own grounds. It is in a quiet residential area on the outskirts of Harrogate within walking distance of local shops and public transport links. The upper floor is accessible via passenger lift. This inspection was the second of two inspections carried out this year. A second inspector, Mrs Caroline Long, was present and spoke to seven residents about their experience of living at the home. Staff were also asked about their experience of working at the home and were observed carrying out their duties. The inspection concentrated on assessing those standards not assessed at the previous inspection and checking on previous requirements. This included checking records, polices and procedures. The inspection took four hours including preparation time. This report should be read in conjunction with the report for the inspection of 29th September 2005. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 9 Service users’ health and personal care needs are met. EVIDENCE: Care plans contain information about all aspects of the service users’ lives, what support is needed and how that support is to be provided. Where there is a risk, for instance of falling, a risk assessment was present. Care plans and risk assessments were reviewed regularly. The policy for the storage and administration of medication provides good instruction to staff. All staff receive accredited training. Medication is stored securely and a random check against records and stock was in order. All service users are registered with a GP of their choice and are able to see other health care professionals as the need arises. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 14 and 15 Service users said that the service offered at Cornerways was adequate. EVIDENCE: Service users expressed a mixed opinion about their view of the home. Some were very satisfied with the level of activities and the choice they had in determining how they chose to spend their day. Others were less satisfied and said they would like more variety and frequency of activities. This information was shared with the manager as part of the feedback from the inspection for her to investigate further. Visitors to the home are welcomed and this was evident on the day of the inspection. Service users said the quality and quantity of food was good and that meals could be served in your own room if requested. Tea and coffee is served at regular intervals throughout the day. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Service users are confident that complaints would be dealt with in a proper manner. EVIDENCE: A complaints procedure is provided to service users and is included in the Statement of Purpose. Service users said that they felt able to talk to the owners of the home if they had complaints and that they would be dealt with properly. One complaint had been recorded since the last inspection and although had been investigated fully by the organisation the complainant’s satisfaction with the outcome it not resolved. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Service users live in a home which is adequately maintained although there are some safety issues which require attention. EVIDENCE: Previous requirements with regard to the installation of appropriate locks to bathrooms and toilets had not been completed. The bracket fitment for the fire extinguisher situated on the downstairs corridor was bent which meant the fire extinguisher was unstable and could be easily knocked from its fitment causing injury. Immediate requirement notices were left with the home. The previous issues with regard to access to the downstairs toilet when the hairdresser visits has been resolved satisfactorily. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 -30 Service users’ needs are met by adequate numbers of staff but the vetting process needs to be tightened up. EVIDENCE: Staff confirmed that they have started or completed NVQ2 qualifications, 7 staff have NVQ level 2 and 2 members of staff have recently started it. Staff have completed all statutory training and some additional training pertaining to care of the elderly. Records of this training were seen. The recruitment records of the most recent staff member were checked and although application form, references and a POVA first check had been completed there was no confirmation of CRB. This was raised at the previous inspection and has not been resolved due to a misunderstanding of the practice guidance. However the manager is now clear that only in exceptional circumstances may staff start work before a CRB check has been returned. The member of staff concerned was not working in the home unsupervised. The manager works alongside staff and as such monitors their practice. At every shift change there is handover where specific issues relating to service users are discussed. Polices and procedures are discussed at staff meetings. Staff complete an annual appraisal and regular formal supervision sessions. The rota indicates that there are sufficient staff on duty with more staff available at busier times during the day. STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards.
