This inspection was carried out on 31st May 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

There are good relationships between staff and residents. Residents all looked very well looked after and spoke highly of the care they receive. The home provides a wide range of activities in the home.

What has improved since the last inspection?

Residents are being asked each afternoon to join in activities to encourage their motivation. Furniture in the dining room has been rearranged at the request of residents. Residents meetings are being introduced, one has taken place so far but it is planned they will occur monthly.

The home is owned and managed by the Farnborough and Cove War Memorial Hospital Trust and home is located in a quiet residential area near the centre of Farnborough and is within easy access of all the local amenities. Accomodtation is provided on the first floor with the ground floor being used as a day centre. The home has private enclosed gardens that are accessible to service users. The inspection took place over four hours. The focus of the inspection was to talk to residents about life in the home and how their needs are being met. Seven care plans were looked at and four residents were interviewed. There were no outstanding requirements from the previous inspection. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8, 9 and 10 Residents benefit from the home’s arrangements for care planning. Those requiring them would benefit from suitable risk assessments being in place. EVIDENCE: Seven care plans were looked at and found to be clear, concise and contain all the relevant information, for example, residents’ hobbies and interests, personal care required and religious preferences. Four residents were interviewed and all stated they were very happy with the care provided and comments such as ‘staff are really kind and patient’ and ‘they would do anything for me’ were made about the staff in the home. Residents are all registered with a local general practitioner (GP), some have kept the same one they had for many years prior to admission to the home. Residents told the inspector they can access their GP or could ask the staff to contact them. Suitable procedures are in place for administering medication, for example, the home operates a monitored dosage system. Records and stocks were accurate on the day. One resident self-administers his medication for which a risk assessment needs to be drawn up and a lockable space provided. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13 and 15 Arrangements for social and recreational activities offer residents a variety of stimulation. Arrangements for meal times are flexible to meet the individual needs of residents. EVIDENCE: At least one recreational or physical activity is offered each afternoon. Residents are encouraged individually to participate and other regular activities also take place, for example, a hairdresser visits weekly and a mobile library also visits. Activities offered in the afternoon include, bingo, physiotherapy and arts and crafts. Photos displayed in the home showed residents enjoying a visit from an animal sanctuary. Outings are also arranged to garden centres and stately homes. Some residents commented they enjoyed the activities offered, other said they appreciated being able to choose not to join in. A suitable visiting policy is displayed in the home. Residents said their visitors are made welcome and are free to visit when it’s convenient to them. Residents are generally happy with the arrangements for food. Lunch on the day looked wholesome and nutritious. One resident stated they would like more fruit and vegetables to be available for health reasons. Residents told the inspector that they have a choice of their main meal which they choose the day before. Meals are prepared in the day centre kitchen downstairs. An agency chef was covering the chef’s annual leave, they said it was one of the cleanest kitchens they worked in. Environmental Health had visited the week before, no requirements were made. Residents have a choice of where to eat. One resident said they like to eat all their meals in their room and this is respected. JUDGEMENT – we looked at outcomes for standard(s) 16. The arrangements for complaining enable residents and their representatives to have their views listened to and acted upon. EVIDENCE: A suitable complaints procedure is displayed throughout the home and in residents’ bedrooms. Residents spoken to told the inspector they would feel happy to complain if they had any concerns. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 26 Arrangements for cleaning, decorating and maintaining the home ensures residents live in a hygienic and comfortable environment. EVIDENCE: The home was clean, bright and homely on the day of inspection. All communal areas were furnished and decorated in a comfortable and homely way. Domestic staff are employed and are trained in infection control and aprons and gloves are worn.
