This inspection was carried out on 5th October 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Dove Court Nursing and Residential Home is a 120 bedded home situated on the outskirts of Burnley. Annual Service Review Page 2 of 6 The home comprises of four units of thirty beds. Robin is an elderly frail nursing unit; Kingfisher and Swallow are dementia units and Nightingale a residential unit. The communal areas on each unit comprise a lounge, dining area, conservatory and smoke room. Swallow also has a snoozalum therapy room. Garden and patio areas surround each unit. There are sensory gardens and a secure themed garden that provide pleasant, stimulating areas for residents and their visitors. A central administrative block contains the main office, kitchen and laundry areas and a hairdressing salon. Ample parking areas are provided for visitors and staff. Dove Court is located on a main bus route and is close to local amenities, including a Post Office, a Church, Public House, bowling green and local shops. A health centre and public library are also within the locality. Dove Court provides care for up to 120 people, male or female, generally over the age of 65 years. Care can be provided for young adults, who are under pensionable age, who have physical disabilities. The registered provider is Care First Health Care Ltd. A company owned by BUPA. Information about the services offered at Dove Court is provided in the form of a service user guide and is available, with a summary of the most recent inspection report, to existing and prospective residents and their relatives. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection undertaken on 10th July 2007and from the annual service review on 17th September 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Discussions with the registered manager. Survey information from four people using the service. Information that we have about how the service manages complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. Relevant information from other agencies. The results of the last key inspection and annual service review. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information that we asked for. We looked at the information in the AQAA; it was very detailed with clear evidence of how the home has improved since the last key inspection. The information told us that people are involved in decisions about their care and their opinions are sought about how the home is run. We were told that new staff are recruited safely and receive appropriate training; this will ensure that service users will be looked after by suitable and competent staff. We did not receive any comments from staff working in the home but we were told that most of them have a recognised qualification in care and all are given relevant training; this will ensure they have the skills and competence they need to look after people properly. We received comments from two service users. They told us they were happy with the care, received the care and support they needed and that staff listened and acted on what they said; this will ensure they are involved in decisions about their lives and get the care they want. Service users also told us that there were suitable activities available and they enjoyed the meals. Annual Service Review Page 4 of 6 Two visitors completed our surveys. The visitors were also happy with the care and one said the staff make the time to get to know the patients and seem to go that extra mile when needed and they do care and treat the patients as individuals with dignity. People said there were always or usually staff available when they needed them; one visitor said I think they are sometimes understaffed and a service user said there are occasional staff shortages. The home told us that they endeavor to maintain agreed staffing levels and we had evidence to support this. The home does need to ensure that when staff are moved from one unit to the other that the standards of care are not affected as one service user said the level of care suffers. The home continues to let us know about things that have happened since our last key inspection and have shown us that they have managed issues well. They work well with us and have shown that they have improved outcomes for the people who use the service. We were told that there were systems in place to check that people are happy and that staff are following safe procedures; this information would help to improve the service they provide. They told us they have a clear complaints procedure which is available to people and they have had four complaints that have been dealt with properly. People said they knew who to speak to if they were unhappy and knew how to make a formal complaint; this showed that the home takes complaints seriously and are happy to receive feedback to help improve the service they provide. Staff are given training and have access to clear procedures to help them to recognise and respond properly to any signs of abuse or neglect; this will ensure service users are safe and protected. What are we going to do as a result of this annual service review? We think the quality of the home might have improved since the last key inspection. We are not going to change our inspection plan and will continue to monitor the service. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
