Conditions of registration: 1. 2. The work required to meet the recommendations of the latest Fire Officers report is completed by 31 March 2004 or within an earlier timescale if this is stipulated by the Fire Service The care staffing hours are calculated by the provider using the Residential Forum staffing model and the number of full time equivalent staff appointed is in accordance with this calculation or otherwise as agreed in writing with the NCSC Respite provision for two service users. 3. Date of last inspection 23rd September 2005 Brief Description of the Service: Dovecote Lodge is a local authority run home which provides accommodation, personal care and support for 28 older people. Set back in its own grounds the home is situated in a residential part of Horbury close to the park. All accommodation provided is single and all bedrooms personalised with service users surrounded by their own personal possessions. All areas of the home are maintained to a good standard and service users are provided with a safe, homely and comfortable environment. The home has disabled access and provides assisted bathing and a passenger lift for those who require it. This is an overview of what the inspector found during the inspection. This was an unannounced inspection completed on 24 February 2006 over a period of 5.5 hours. The process included talking with service users, the manager, assistant manager and staff, checking some records and compliance. There were 8 service users receiving respite or interim care and 19 service users who live at the home permanently. Thanks are extended to all concerned for the support, co-operation and hospitality. What the service does well: What has improved since the last inspection?
A new method of recording accidents has been introduced which complies with the Data Protection Act. The assistant manager said most night staff have had fire training, the two staff on sick leave will be trained on their return to work. The manager and staff have worked hard to maintain a good standard of care

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 The admission arrangements are not within the home’s category of registration. EVIDENCE: The manager said there were 19 service users living at the home including 8 service users for interim or respite care. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,10,11 There is a risk that service users needs would not be fully met if changes in needs are not recorded when care plans are reviewed. Health care arrangements are satisfactory and service users are treated with respect. EVIDENCE: Service users spoken with made some very positive comments about the care they receive and the staff. The care plans seen had been generated from needs assessments however changes in needs had not been carried forward onto the monthly review records. Records of risk assessments were seen and were appropriate. The daily records do not record that all needs have been met. The service users’ records seen showed that health care providers visit as required.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 The provision of meals are satisfactory EVIDENCE: The service users were joined for lunch, which was cooked to a good standard, service users spoken with said they had enjoyed the meal. Staff were seen assisting service users appropriately, a service user was given time to eat their meal at their own pace. The menus seen show a choice of meals and special diets are available. JUDGEMENT – we looked at outcomes for the following standard(s): 17,18 Service users legal rights appear to be protected. The arrangements to ensure service users are protected from abuse are satisfactory. EVIDENCE: The manager said all service users have the opportunity to vote, some go to the polling stations. She said a “polling station” is set up in the home and service users post their votes into a box and then staff post the votes for them. The manager said adult protection training is provided, staff spoken with were aware of the home Whistleblowing procedure. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 25. The home provides a clean, comfortable and pleasant environment for service users to live in. EVIDENCE: These standards were not fully assessed on this visit. However the communal areas visited were clean, and decorated to a good standard. The providers unannounced visit report for December 2005 shows that all bedrooms and lounges had been redecorated. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29,30 All records relating to staff recruitment must be available for inspection so as to ensure the protection of vulnerable service users by way of satisfactory recruitment processes. The provision of training is satisfactory. EVIDENCE: The staffing levels were not fully assessed on this occasion however staff spoken with said staffing levels were satisfactory and were only affected by short notice sickness. A newly recruited staff’s records could not be checked, as the electronic system was inaccessible, the manager said the current system was in the process of being changed. The assistant manager is a NVQ internal verifier, staff spoken with said she was committed to assisting them to obtain NVQ qualifications. The assistant manager said some staff have had mandatory training and the Health Service Mental Health team provided some training in 2005. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,35, 36 The manager has the appropriate qualifications and experience required. Service users’ interests appear to be safeguarded Staff are appropriately supervised. EVIDENCE: The manager said she had achieved the NVQ 4 management and Registered Managers qualifications. Staff spoken with and records seen show that formal supervision is provided regularly. A new method for recording accidents has been provided as required at the last inspection. The assistant manager said some night staff have had fire training and training for two staff on sick leave would be provided on their return to work. The providers unannounced visit report for December 2005 showed that fire alarms are tested weekly and four fire drills are held annually. The assistant manager has said since the inspection that the work recommended by the fire officer has been completed. The Registered Provider(s) must comply with the given timescales.
