This inspection was carried out on 5th October 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Adequate. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The service users appeared to be very happy and commented that the staff were `very friendly and helpful`. It was obvious that much of the home had been redecorated in recent times. All of the service users have an assessment of their needs made before they are admitted in to the home. This makes sure that the staff have the knowledge and skills to be able to look after them. The management of the home is very open and anyone can speak to them at any time. If service users, visitors or staff have any concerns they are confident that the manager will listen to them and if needed will change things in the home. The service users said that they are very happy with the services that they receive in the home and confirmed to the inspector that the staff are always polite and courteous to them. The staff receive regular training to make sure that they have the knowledge and skills to meet the needs of the service users. The service users stated to the inspector that they have the opportunity to access a wide Variety of activities both in the home and in the community. Visitors to the home said that they are always made to feel welcome when they arrive and that they can visit at any reasonable time.

What has improved since the last inspection?

A business and financial plan was produced shortly after the inspection this covered the 2005-6 period. This needs to be developed to include 2007 so that services at the home can be planned. ] The environment is improving. Much of the home had been redecorated and service users said that they had picked the decoration for their personal rooms and the communal areas. Automatic air fresheners have been fitted in the homes corridors. This means that service users live in a home not effected by offensive smells. The care plans are clearer and this means that the service users needs should be met it ways that suit them individually.

What the care home could do better:

Staff and service user meetings should be more regular so that the managers of the home can see their opinions in relation to how services are provided at Eagle House. All staff should have been cleared for safety before starting work at the home. This is to make sure that the service users are protected from any possible areas of abuse. The staff must make sure that all of the bathrooms are left safe for the service users to use. This includes not leaving soap, towels and razor blades in bathrooms. The lighting in the pink lounge could be improved. Service users said that the current poor lighting makes it `difficult to read` in.
