Conditions were placed on this registration to enable three residents who did not fall into this category to remain in the home for as long as the home meets their needs. Elmsdene is an adapted property, situated in an area of Blackpool, which is predominantly holiday accommodation. The availability of local shops and facilities could be seen as an advantage for those able to continue to maintain links with the community. The accommodation, which is on the ground and first floor, consists of twenty-five single bedrooms, nine of which have en-suite facilities and four double bedrooms, two of which have en-suite facilities. Each room is furnished to a good standard. The communal space consists of a large dining room, lounge area and a separate lounge, which all provide the residents with the choice of where to sit and who to associate with. There is a passenger lift, which enables easy access between the ground and first floor. A variety of aids are provided around the home to meet the needs of the residents. There is a Statement of Purpose/Service User Guide, which is given to all prospective residents. This written information explains the care service that is offered, who the owners and staff are, and what the resident can expect if he or she decides to live at the home. All residents receive a copy of the most recent inspection report and a copy is available in the information given to prospective residents. Information received showed that the fees for care at the home are £384.70 per week, with added expenses for hairdressing, chiropody and newspapers. What did we do for this annual service review? The annual service review for the Elmsdene included the following : The person in charge was asked to complete an Annual Assurance Assessment (AQAA) by us. The AQAA is a self-assessment and Data set, which providers are asked to complete each year and is one of the main ways that we can obtain information about how they are meeting the outcomes for people using the service. Completion of the AQAA gives providers the opportunity to tell us about their service and how well they think they are performing. This information allows us to develop a picture of the service being provided and target our inspection activity. Surveys were returned to us by people living in the home and staff, giving us their views about what it is like living at the Elmsdene. What the manager has told us about things that have happened in the home, these are called notifications and are a legal requirement. Information from previous inspections and any information received from organisations since the last inspection. What has this told us about the service? The manager of the Elmsdene completed the AQAA and we received it on the 17/08/09. The information provided was clear and showed us how the service was meeting the expectations and outcomes for people living at the home. The AQAA was detailed, clear and included what they did well and how they could improve the service. We received surveys from staff and people who live at the home asking them for their views on how the home is run . Although we received little response form people who live at the home we are aware of the communicatuion difficulties people have due to dementia. The comments were very positive, they included, The staff are all caring people. Also, A very good home to work for. Training and development of staff continues to be a priority for the management, to ensure they have the skills and competencies to provide the support people who live at the home need. Information from previous inspection reports looked at, the AQAA and staff surveys confirm this. The manager tells us of the high percentage of staff who have completed a National Vocational Qualification (NVQ) to level 2 and above, which is a recognised qualification for people who work in care homes. One staff member said, We are all well supported to go on courses and the manager encourages to develop our training and knowledge of dementia issues. There is a complaints procedure written in the homes brochure, the manager tells us in the AQAA the policy has been reviewed and made easier to follow to ensure any concerns or grumbles will be brought the attention of the manager so that issues can be investigated and outcomes provided. One staff member wrote in a survey, Any complaints are taken seriously and investigated. One person who lives at the home Annual Service Review Page 4 of 6 wrote, I know how to complain about something if I needed to. Improvements have been made to the inside and outside of the building to ensure the comfort and safety of the people who live at the home is maintained. Information in the AQAA and surveys returned confirm the improvements, comments included, There is a rolling programme of redecoration to the bedrooms. Also, The home is kept nice. And, The home is always kept clean. The manager tells us in the AQAA about they have made improvements to ensure equality and diversity issues are promoted. Staff are now trained in all areas of religious beliefs so that any person who lives at the home can be encouraged to follow their chosen religion and staff have a better understanding of different religions and cultures. One staff member wrote, We respect all individuals rights. Since the last inspection the manager has kept us informed of any issues that have happened and how they have been dealt with. The owner, manager and staff continue to provide an excellent service to people who live at the home and improve outcomes for everyone at the Elmsdene. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by the 27th August 2010. However we can inspect the home at any time if we have any concerns about the quality of the service or safety of the people living at the Elmsdene.
