This inspection was carried out on 24th March 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Service users like living at Emmaus house. Comments received from them include, `It is wonderful living here, whatever you want, you only have to ask.` And also, ``The staff are wonderful I have no worries living here and feel very blessed that I do` Activities offered at the home meet both individual and collective needs and wishes of the current client group. Service users said, `I love the singing of Hymns` and `The church services are well attended.` The food provided and the attention given to mealtimes ensures that service users enjoy mealtimes as a social event. Staff take their meals with the service users and service users are provided with tureens of vegetables so that they can help themselves when possible. Comments about the food provided included, `The food we get is the best I`ve had` `I really look forward to the meals` `I`ve never been so comfortable and well fed` The home remains spotlessly clean and service users appreciate this, one said, `It is so clean and pleasant here`. Another said, `My laundry is always returned in a pristine condition`. The manager runs the home efficiently in the interests of service users and staff. Both groups offered comments, ``It`s a lovely place to work, Christine (the manager) is very good and if we want specific training we only have to ask` Service users said, ``It is so pleasant here, the manager runs a good well organised home.` `Whatever you want Christine (the manager) gets for you if it`s possible`

What has improved since the last inspection?

Since the last inspection the manager ensures that she operates robust recruitment procedures to ensure that only safe staff are employed to care for the service users.

The home is situated a short distance from Harrogate town centre and provides good access to services and amenities. The home is on three floors and there is a passenger lift to all levels. There are steps to the front of the building with level access at the rear. There are twenty-two bedrooms, three of which may be occupied by two people to a maximum of 23 service users. All bedrooms have en-suite facilities. Emmaus House DS0000007808.V283758.R01.S.doc Version 5.1 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The unannounced inspection lasted for four and a half hours, including preparation time. The focus of the inspection was to assess the outcomes for service users. To do this the views of five service users, and four members of staff were sought. Their comments are included in the summary and the body of this report. The registered manager was available throughout the inspection and the catering manager was able to assist as well. The home was warm and welcoming and continues to offer a pleasant place in which to live. What the service does well: Service users like living at Emmaus house. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 Service users are assured that their health and social care needs are met. EVIDENCE: All service users have a care plan that details their health and social care needs. These are reviewed monthly to ensure that they remain relevant and the person receives the care they need. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,15 The services provided meet the individual and collective needs of service users. EVIDENCE: Service users continue to enjoy living at Emmaus house and said that they are kept occupied with activities and events that they want to take part in. They commented, ‘I love the singing of Hymns’ ‘The church services are well attended’ The dedicated activity organiser arranges shopping trips and for those unable to go out a trolley shop is available. The church services are held weekly and Communion is available monthly. All spoken with appreciate the food provided at the home. They commented, ‘The food we get is the best I’ve had’ ‘I really look forward to the meals’ ‘I’ve never been so comfortable and well fed’ The home operates a four weekly winter and summer menu. Each day there is a choice of three meals at lunchtime and two at teatime, service users are able to choose what they would like for breakfast. The catering manager was knowledgeable about individual service users dietary needs and preferences. The dining room is bright and airy and service users are able to choose where they take their meals. At lunchtime meals are unhurried and the service users are offered tureens and gravy/sauce boats so that they can help themselves to the food as they like. Staff assist in an appropriate manner when needed. When all service users are served the staff sit with them for their meal. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Service users continue to live in a clean, safe environment. EVIDENCE: The home remains spotlessly clean with no unpleasant odours. The bedrooms are well decorated and pleasant. Service users are able to bring in small items of furniture and photographs to display in their rooms. Service users said they liked the cleanliness of the home and commented, ‘It is so clean and pleasant here’. Another said, ‘My laundry is always returned in a pristine condition’. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. JUDGEMENT – we looked at outcomes for the following standard(s): 29 The homes recruitment policy and procedures protect service users. EVIDENCE: The staff files now show that the manager follows robust recruitment procedures and all staff have the necessary checks in place before commencing employment. The Criminal Record Bureau checks for all current staff were looked at in order that they can be destroyed in accordance with the CRB code of practice. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32 The home is well managed. EVIDENCE: The registered manager has many years experience and is suitably qualified in management and care. Positive comments were received from both service users and staff about her management style and ability. She operates an ‘open door’ policy and this was evident at the inspection when service users and staff freely approached her with any queries they may have had.
