The inspector found no outstanding requirements from the previous inspection report, but made 3 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

The manager has a good knowledge of all the residents in the home and is well supported by her staff. Care plans give some good information and showed evidence of regular review. Staff were very pleasant and communicate well with the residents. The home provides a very pleasant environment inside and outside. Residents at the home receive good healthcare support and healthcare professionals are consulted at appropriate times. Resident said staff are kind and helpful, they treat people with respect, and are caring and friendly.

What has improved since the last inspection?

Residents` care plans continue to improve and regular reviews take`s place. Residents and staff was clear that the manager offers excellent support and is always prepared to listen to them.

What the care home could do better:

All staff must have adult protection training if they and residents are not to be at risk. Staff application forms and interview notes must be available in the home for inspection. The home must ensure all staff have regular formal supervision.

There are a wide range of shops and leisure facilities within easy reach of the property. The home is a 4 bed roomed detached bungalow with a carport and large garden. The bedrooms are all single rooms with washbasins and decorated to individual taste and choice. Residents are encouraged to buy personal items for their own use, which helps to create a comfortable atmosphere within the home. There is a lounge and open plan kitchen/dining room allowing service users to choose either to participate in or to observe domestic activity within the home. There is a bathroom and separate shower room. There is also a separate laundry room. Residents are encouraged to make full use of the entire house and garden and the facilities within, including the television as well as video and music systems. This unannounced inspection was carried out on the 28th October 2005 at 11.00am by one inspector. The purpose of the inspection was to ensure the home continues to provide a good standard of care for its’ residents. Staff, relatives and residents present at the visit were made aware of the inspection through discussion with the inspector. They were invited to give their views on the care and services provided. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,9,10. Residents are treated with dignity and their privacy is maintained at all times. Staff are aware that residents confidences are kept. EVIDENCE: The care plans provided some good information about how care needs were met and showed evidence of regular review. Staff spoken with demonstrated the importance of protecting confidential information and these are appropriately locked away. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11,12,13,14,17. Residents are encouraged to be part of the decision making process and make choices about their lifestyle. The range and frequency of activities provided is good and there are opportunities for residents to go out. EVIDENCE: Residents have been on holiday to Majorca for a week with support from staff. One resident said how much she enjoyed the holiday. They are supported to maintain contact with family and friends and visitors are welcomed at the home. A good, varied and nutritious diet shown on the menu sheet takes into account individual choice. All residents said they enjoy the meals. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20. Because of residents disabilities they are not able to take control of their own medication. Resident’s medication is well managed and external professionals meet identified health needs. EVIDENCE: Case tracking was done for all four residents which involved looking at their care records and medication charts. The home has a policy for dealing with resident’s medication. Senior care staff are responsible for the administration of medicines and the manager has responsibilities for monitoring the drugs administration system. All medication records were correctly completed. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23. Relatives feel confident that their complaints would be dealt with. Staff had an understanding of adult protection, however they must have adult protection training if they and resident are not to be at risk. EVIDENCE: The home provides clear information on how to make a complaint about the service. It includes reference to the Commission for Social Care Inspection if people wish to take a complaint outside the home. The home has had no complaint since the last inspection. Talking to staff on the day it was evident they are all clear on their responsibility about reporting any allegations of abuse. However from checking the training records there are some staff that has not yet had adult protection training to ensure they and residents are not at risk. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24,25,26,27,28,30. The home offers a safe, well-maintained environment for the residents and they have access to the garden areas easily if they so choose. Communal areas and resident’s bedrooms are decorated and furnished to a good standard offering safety and comfort. EVIDENCE: All areas of the home were inspected. The home is decorated and furnished to a good standard throughout and the communal rooms offer a safe and comfortable space for the residents. All areas of the home were clean and tidy and nothing was seen during the inspection that could cause a hazard to resident. Residents have access to a well-maintained garden, which is well used. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33,34,36. Staff demonstrated a good level of knowledge of individual residents and seemed to understand the importance of encouraging resident to maintain their independence and dignity. Regular staff supervision is not taking place. EVIDENCE: The home operates a recruitment procedure based on equal opportunities and ensuring the protection of residents. Written references are taken up and CRB checks made before appointments are confirmed. However looking through staff files it was notice application forms and interview notes were missing. Staff have not had regular formal supervision. This said by staff was due to the manager helping out at another home. There was written evidence showing staff encourages residents to maintain their independence and dignity. JUDGEMENT – we looked at outcomes for the following standard(s): 37,38,41,43. Staff feels well supported by the manager. They staff confirmed that she offers excellent support and make herself available to discuss any issues that may arise. However she is helping the company out at another home and they feel let down. EVIDENCE: Policies and procedures are located in the office and staff said these documents are readily accessible. All records are secure and maintained in accordance with the Data Protection Act. Speaking with residents and staff it was clear that they feel the manager offers excellent support and is always prepared to listen to them. Everyone spoken with felt that they could approach her if they had any problems or concerns.
