What the care home does well The service continues to offer individuals a high standard of care, delivered in a person centred way. The service puts people at the centre of all it does to enable people to make decisions and choices. People living at John Street were able to express their concerns, the complaints procedure was robust and easy to access. This ensured people understood how to raise a concern and were listened to. Robust safeguarding procedures protect people living at John Street. People told us they were happy and looked after well. What the care home could do better: The service continues to offer people excellent outcomes to ensure their needs are met. The manager and staff have worked hard over the last three years to keep the service moving forward, improving outcomes for people and keeping up to date with changes in good practice. Date of last inspection Brief description of the care home John Street is a care home for younger adults with learning disabilities and nursing needs. It consists of three bungalows with 5 people accommodated in each. The bungalows have a kitchen, laundry facilities, dining rooms and lounge areas. Assisted baths are also in each bungalow. There are patio areas and adequate parking facilities. This unannounced random visit was carried out as part of our three year inspection programme. Random means we will look at specific areas, this visit we looked at the services complaints and safeguarding systems. The service had its last key inspection in June 2007, and they achieved a three star excellent rating, which means the outcomes for people living at John Street were excellent. The quality rating will only change following a key inspection. Therefore the rating for this service will stay the same following this random inspection. The site visit was carried out on 27 April 2010 commencing at 13:30 and finished at 15:30. During the visit we talked to five people who lived at John Street, four members of staff and the manager. We also looked at relevant paperwork. The manager told us, there had been no adult safeguarding referrals over the last year. The manager told us all staff had received training in adult safeguarding and all staff know how to report an alleged incident to safeguard people. Staff we spoke to were all aware of the safeguarding procedures and what to do if an alleged incident occurred. This ensured people were in safe hands at all times. The manager and staff had been developing assessments to look at the Mental Capacity Act (MCA)and Deprivation of Liberty safeguards (DOLs). This was to determine people were not deprived. We looked at some of the assessments that had been completed they were very detailed, easy to follow and clearly outlined the decisions made. This ensured the persons needs were met. Some best interests meeting had been held, to determine the best course of action for an individual. To ensure their needs were met, when they lacked capacity to make a decision for themselves. Family members, consultants, Independent Mental Capacity Advocates (IMCA), other professionals and staff had been in involved in the meetings. The decisions made were clearly seen in the persons plan of care, this ensured their needs were met. We looked at safeguarding training, all staff had attended this in the last twelve months, all qualified staff had attended a training course on the MCA, the nursing assistants had completed an awareness training on MCA. This ensured staff were kept up to date with changes in legislation to ensure peoples needs were met. A new training requirement had also been identified, as a result all staff were booked to attend, The Role of the Alerter training. This would inform staff of the correct procedures to follow when they had received an alert. We looked at the services concerns and compliments record. No concerns had been received. However five compliments had been received. This included praise from a Consultant at Rotherham Hospital, who had visited the service to see a person who lived there. We observed interaction between staff and people using the service during our visit, these were very positive and appropriate. We also spoke to five people who lived at John
