12 Alderson Road is a large Victorian terrace house situated close to Harrogate town centre. The home provides accommodation and personal care to six adults with a learning disability some of who have a physical disability. The home is owned by UBU formerly Northern Life Care. The house is on three floors. There is no passenger lift. All of the bedrooms are single; one of them has an en-suite facility. What the care home does well People are given good information about the home which also includes their rights and how to make a complaint. This is in a pictorial format to help people with differing levels of communication to understand. There is a robust safe guarding procedure in the home and staff have been trained to recognise and deal with any concerns they have. Staff also said that they feel able to raise concerns and that the management of the home is very supportive. The environment was well furnished, decorated and kept to an excellent standard of cleanliness. What the care home could do better: It was a concern that some staff on duty do not have access to the computer system and may not be aware of all care needs an individual may have. The management must also ensure that notifications are passed onto the CQC, this is to make sure that the information is shared and been monitored appropriately. Health and safety concerns must be dealt with promptly and the home made safe. There is no registered manager for this service and the present acting manager Anne Griffiths has informed us that she has handed in her notice. We have now written to theresponsible individual to request that they tell us what they are going to do about the management of the home. Care Homes for Adults (18-65 years) Page 3 of 10 What we found: There is no registered manager for this service and the present acting manager Anne Griffiths has informed us that she has handed in her notice. The purpose of the visit was to see how well the home was managed and how the quality of care is reviewed by the service. This included looking at how incidents and accidents were managed and how people were kept safe from harm. The environment and health and safety were also looked at. Incident and accident records for one individual were reviewed. These records were complete and clearly monitored by the management of the home. This is important to make sure that individuals are cared for in the right way and further accidents minimised. There are comprehensive policies and procedures with regard to safeguarding adults. Staff demonstrated a good awareness of this. Staff told us that they had completed training in adult protection and safeguarding and felt able to raise any concerns they may have. Staff also told us that some people needed help to manage their money. Their money is held in safe keeping and there is a recording sheet to audit money coming in and out. These records are checked by UBU externally and as part of the shift change routine. People were given their own copy of the, Support for U Handbook, which gives them information about the service. This was important to make sure people had good information to make sure the service was right for them. A tour of the home was made and the environment was kept to a high standard of cleanliness throughout. Some refurbishment and redecoration has been undertaken and the home was a very comfortable place to live. Information however was very difficult to access. On arrival there was only one member of staff working in the home, this member of staff could not access the computer. We were told that all care records are now on the computer. Later we asked a second member of staff how the people living in the home access their care plans they said that they dont as they are visually impaired and cant understand. They also said as they were not the key worker they do not get involved in the care plans. When were able to access the information on the computer there were still difficulties, the I.T. system was inconsistent and crashed on more than one occasion. We were told no paper records were kept, although a handover and communication book were handwritten. After the visit the acting manager Anne Griffiths informed us that there were printed care plans in individual bedrooms. This was not the information that the care staff conveyed and we were unable to assess how well the service performed in this area. The computer is also in the basement and when staff are reading or recording information they are no longer able to safely support people in the home as they are in the Care Homes for Adults (18-65 years) Page 4 of 10 basement. If information is to be held electronically then it needs to be easily accessible to staff at all times. It was also a concern that some staff on duty do not have access to the system and may not be aware of all care needs an individual may have. From review of the records it was evident that important information was not passed on to the CQC regarding a complaint and errors in medication. The acting manager said this had been an oversight. There has been a complaint made to the home regarding care, however it was difficult to see what the outcomes were and if the complaint had been dealt with properly by the home. With the medication errors similarly it was not possible to access what action if any had been taken. The management of the home have completed a self assessment called and AQAA which was returned to the CQC. Some health and safety was reviewed including Fire, Electrical and Gas documentation. The self assessment indicates that the last review of safety of the Gas supply was June 2009, however documentation in the home was for 2008 and was therefore out of date. The acting manager informed us after the visit that they were aware of this and a new boiler was to be fitted next week when a safety audit would be completed. Also concerns were raised about the continued failure of the ground floor emergency lighting since February. The acting manager tells us that she has raised this with maintenance but nothing has been done. The management of the home are responsible for all aspects of health and safety and must ensure this is repaired as a matter of urgency.
