This inspection was carried out on 23rd March 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home had a warm, homely and friendly atmosphere. The residents` bedrooms were personalised and in good condition. The home has a good procedure in place for supporting residents who may be terminally ill.

What has improved since the last inspection?

The care plans are detailed and contained individualised risk assessments. All social activities participated in by the residents are now documented in their care plans. The staff records are securely stored in the office. A number of areas in the home are being redecorated. The carpets at the landing and stairway have been replaced.

What the care home could do better:

The Service User Guide and the Statement of Purpose should be updated to include the telephone numbers of the Commission for Social Care Inspection and the other relevant agencies mentioned in these documents. The home should hold regular meetings and keep records available for inspection.

Minimum staffing levels as specified in the Notice issued under Section 25(3) of the Registered Homes Act and dated 18th August 2000 shall be maintained. 1 named service user in the category of PD (Physical Disability) may be accommodated within the overall number of registered places. When this service user leaves the home the place will revert to the previously registered category. 18th May 2005 Date of last inspection Brief Description of the Service: Faversham House is a care home providing nursing care and accommodation for up to 20 older people. The home is a converted two-storey property that includes a purpose built ground floor extension. There are eight single bedrooms and six double bedrooms. There are three communal toilets, two assisted bathrooms and a large ground floor shower room. The communal space on the ground floor comprises of two lounges. The home is located in the Urmston area of Manchester. There are local shops, a market and other amenities within a short distance of the home. The home is close to Urmston train station. There is a well-maintained garden to the rear of the home. There is a car park at the rear of the property. This was an unannounced inspection that took place on the 23 March 2006. The manager of the home was on duty and the opportunity was taken to talk to some of the residents during this inspection. The general state of the home was inspected. The paperwork kept at the home was examined. The staff that were on duty at the time of the inspection were observed as to how they supported the residents. The areas identified as needing improvements during the last inspection had been carried out. Other areas requiring improvements were identified during this inspection visit. As this inspection only looked at a limited number of standards this report should be read together with the previous reports to gain a full picture of how the service is meeting the needs of the people living there. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1, 2. Prospective residents are given the necessary information about the home to help them make a decision whether to use the services of the home. EVIDENCE: There was a Service User Guide and a Statement of Purpose in place. These documents were issued to all prospective residents and their representatives to help them make a decision whether to use the services being offered at the home. However, the documents mentioned above should be updated to include the telephone numbers of the Commission for Social Care Inspection and also the other relevant agencies mentioned in them. All the residents and their representatives were issued with contracts and terms and conditions of their stay in Faversham House. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11. The home has policies and procedures in place for supporting terminally ill residents. EVIDENCE: The home has policies and procedures in place to support staff when dealing with the death of a resident. The Integrated Care Pathway for the Care of the Dying is being implemented. The care plans examined indicated that the home gave the residents and their families the opportunity to discuss their wishes and preferences. The manager said that during the terminal care of a resident all staff treated them with respect and sensitivity. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13. The residents maintain contact with their families, friends and representatives. EVIDENCE: The home has an open door policy that allowed residents to receive visitors at anytime. Arrangements are in place that enables relatives to stay overnight. The residents are encouraged to participate in the community as much as possible. The residents visit the local Bowling Green and Trafford Centre. The residents also visited the shops at Urmston town centre, the pubs and the cinema in the local community. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 17. The residents’ legal rights are protected and they are supported to exercise them. EVIDENCE: The residents are assisted to vote during elections. Some of the residents went out to vote during the last elections. The majority of the residents use the postal voting system to exercise their civil rights. “Age Concern” advocacy services are used to help promote and protect the legal rights of a number of residents. The majority of the residents have solicitors to act on their behalf. On some occasions Trafford council will nominate a Client Affairs Officer based at the Trafford Council to advocate for a resident. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20, 21, 22. The residents live in a suitably equipped home that has adequate lavatories and comfortable indoor and outdoor communal areas. EVIDENCE: The home has comfortable indoor and outdoor communal areas for the residents to enjoy. There is a large and a small lounge with comfortable seating. There is a garden at the back of the home for the residents to use. A landscape garden is being created at the front of the home. All residents’ had a washbasin in their bedroom. The home has 2 bathrooms, 4 toilets and 3 shower rooms that are adequate for the residents accommodated at the home. The home was well and suitably equipped with hoists, specialist beds and adapted baths. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28. Staff receive induction when they start employment at the home to enable them perform their duties appropriately. EVIDENCE: The majority of the staff had completed NVQ Level 2 or were undertaking it. There were no trainees or any members of staff employed under the age of 18. All staff receive mandatory training when they commence employment at the home. This includes health and safety awareness, food hygiene and moving and handling. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,36,37. The home is managed well and the staff receive regular supervision. The home’s policies and procedures and their record keeping as a whole safeguarded the rights and best interests of the residents. EVIDENCE: The manager has a management qualification that is equivalent to NVQ Level 4 Registered Managers Award. The manager has recently completed a degree course in palliative care. The staff and residents that were spoken to said that the manager leads the team well and they find her approachable. The staff receive regular supervision that helped them to perform their duties appropriately. The manager said that the home holds regular meetings. However, there were no records of the home conducting staff meetings. The home should hold and record staff meetings. All the policies and procedures were up to date. The residents and their relatives/representatives had access to their records. All records were securely kept to maintain confidentiality.
