CQC found this care home to be providing an Excellent service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Harelands House, which is owned by Rochdale MBC, offers short-term support accommodation for up to five service users over the age of 19 years, with a learning disability. The service?s aim is to provide respite to parents/carers of people who are cared for in their own home, to enable them to maintain their role as carers. The home is adapted to meet the needs of profoundly disabled individuals. Four beds are for short-term respite care and one bed is for emergency placements. Lengths of stay Annual Service Review Page 2 of 6 Number of places (if applicable): Under 65 Over 65 5 0 None vary, dependent upon need, but the service is available 52 weeks a year. An outreach service is also provided. The bedrooms are single and have en-suite facilities. The home is situated close to local shops, pub and public transport. A safe enclosed garden area is provided which is accessible by people reliant upon wheelchairs. From 9 April 2007, the charges for the service were dependent upon the age of the person and how long they were staying. For people aged between 25-59 the first four weeks were #70.95 per week, reducing to #60.95. For those aged under 25 years, the charges were #58.65 reducing to #48.65 per week. Service users had to pay for their own outings and toiletries. The manager makes information about the service available in the form of a Respite Service Handbook, a copy of which is kept in each bedroom. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included, The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The previous key inspection which took place on 30 th April 2007 judged the service to be a three star (excellent) one. We did an ASR (annual service review) on 29 th April 2008 which did not make us change our mind about this rating of the service. The service sent us their annual quality assurance assessment (AQAA) this year, when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the service is still providing an excellent service. The AQAA also demonstrated that the manager is not complacent about the quality of the service, but seeks to continue to improve. Harelands House is a relatively small unit. One staff member and one relative of a service user (on behalf of the service user) returned surveys to us. Both were positive about the service offered. The staff member told us that good training was maintained, there continued to be good communication and support between staff and management and the service strove to be person centred. We are not aware of any complaints, concerns or allegations made in connection with Hare lands House, since the previous inspection. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
