This inspection was carried out on 7th September 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Heathercliffe is an older style property that has been adapted to provide comfortable, homely accommodation for older people. All 21 bedrooms have en-suite facilities and bedrooms are fitted with a call system. The majority of bedrooms have television and telephone points and a payphone is available in the foyer. A five-person passenger lift provides access to the upstairs bedrooms. There are two bathrooms. There is one large Annual Service Review Page 2 of 6 and one walk-in bath. Heathercliffe is situated in a quiet residential location. It has pleasant gardens and is within close proximity to Helsby and Frodsham. Since the last inspection there has been a change to the conditions of registration. The home can now provide care up to ten residents with dementia care needs instead of four. The current scale of charges are #343.00 to #460.00 per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at the information that we have received, or asked for, since the last key inspection. This included The annual quality assurance assessment (AQAA) this was provided by the service in October 2008. As this was provided less than twelve months ago, we did not ask for a new one. The AQAA is a self assessment that focuses on how well outcomes are being met for the people using the service. It also gives us some numerical information about the service, for example the number of staff trained. We also looked at what the service told us about things that have happened in the home; these are called notifications and are a legal requirement We also looked at the previous key inspection report and any comments received by staff and residents from the home that we have received in the last twelve months. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was thorough, clear and gave us the information we had asked for. We looked at the information provided and it is our judgment that the home is still providing an excellent service. They show a commitment to continue to improve the service and to provide the best possible outcomes for the people living at Heathercliffe. The AQAA tells us that people are provided with information before they make a decision to move to the home and that they are encouraged to visit and spend time there so they know what they can expect if they move in. The manager is aware that information provided by the home may need to be developed to meet the needs of people enquiring about the services on offer. The manager tells us that she continually involves the views of the service user and their relatives/carers/visitors in monitoring the quality of care provided. Residents of the home who responded to our questionnaires told us that they receive the care/support they need. The AQAA tells us that people living in the home are encouraged to maintain family contact and that most people have their own phone line in their rooms. It also shows us that the home has visits from the clergy and people are supported if they wish to attend significant events in the church. The hairdresser, manicurist and pat dog visit the home along with the mobile library to ensure that people keep active and engaged. There is a programme of renewal and refurbishment for the home so that people continue to live in comfortable, safe surroundings. We received completed surveys from staff telling us what they thought of the home; all were positive. Staff feel that they get the right support to do their job. One person said Annual Service Review Page 4 of 6 my manager is always available if needed, giving support. The manager tells us that all staff are monitored and closely supervised and staff receive formal supervision to ensure that residents are in safe hands at all times. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 23 April 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
