Conditions of registration: Date of last inspection 2nd September 2005 Brief Description of the Service: Hillside Manor is a semi detached Victorian building accommodating 19 older people, a number of which have special needs relating to either physical disabilities and/or dementia related illnesses in both single and twin rooms with en suite facilities on two floors. There is one open plan lounge and separate dining room on the ground floor, bathrooms and WCs are situated on each floor. There is a garden and sitting area to the front of the premises and parking to the rear. The home is situated in Barkerend Road several hundred yards from the Cathedral and approximately quarter of a mile from Bradford City centre. This is an overview of what the inspector found during the inspection. The inspection was undertaken within one day by one inspector. The inspection process consisted of reading documents speaking to residents, their relatives and where possible staff. The person managing the home was present through out the inspection and has a good knowledge of the conduct of the home. The home provides a good standard of care to the majority of service users. The records are reasonably up to date and the staff receive training in care practices and health and safety however training in mental illnesses must be commenced. The policies on complaints and protection from abuse have been seen to work effectively the home is reasonably well run however due to the manager not being registered and not having a qualification equal to NVQ level 4 this can not be guaranteed. What the service does well: What has improved since the last inspection?
The staff training has improved with an increased number achieving NVQ standard. Activities have become more meaning full and delivered by people qualified to do so. The care plans have been brought up to date, and reviewed regularly. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 4 The home is attempting to improve the skills of staff to meet the needs of service users with mental illnesses. EVIDENCE: All the standards were inspected at the last inspection and were met with exception of standard 4 relating to the suitability of the home as there were increasing numbers of residents with mental illness, the home does offer training to staff, but nothing had been offered in this relating to the care of individuals with mental health the registered person must ensure staff have the skills to meet the needs of the residents. At this inspection there was evidence that the home was attempting to address this with training, however this had not commenced. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 and 11 Service users are treated with respect and their privacy is maintained. The dying are appropriately cared for and are respected by other professionals. EVIDENCE: On speaking to service users they were happy with the staff and the manager service users said that they are treated with kindness and staff are always there to help. Service users were seen to be enjoying the privacy of their own rooms and staff were seen to respect their wishes and respond to requests. There are policies and procedures relating to the care of the dying there is evidence in care plans of working with relatives and other professionals such as district nurse who said that they were very impressed regarding the approach and attitude of the staff. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 The meals appear to be well balanced and nutritious. EVIDENCE: The menus rotate over a four week period and include fresh fruit and vegetables regularly there is at least one cooked meal each day where appropriate and service users have a choice of meal. Service users are involved in menu planning and say they have their preferences included. All service users undertake a nutritional assessment on admission so that any special diets can be provided and any risk from malnutrition is detected. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Service users have seen to be protected by the prevention of abuse procedures. EVIDENCE: There are policies and procedures relating to the prevention of abuse and whistle blowing, there have been a number of occasions where the policies have been used and the home has managed the incidents well and the outcomes have been very positive the allegations that have been investigated have been against any staff at the home. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20, 21, 22, 25 and 26 Home is maintained reasonably well and is safe. EVIDENCE: The home both inside and out is maintained to a reasonable standard the gardens are well tended and provide a comfortable seating area. The facilities such as toilets and bathrooms are appropriate and all the bedrooms have ensuite WC’s. Where appropriate specialist equipment is available including pressure relieving equipment and hoists. The home is safe and comfortable though there are now signs of wear and tear to the furniture and décor. JUDGEMENT – we looked at outcomes for the following standard(s): 28 and 30 There is an appropriate mix of staff with experience and training, however improvement in training is needed EVIDENCE: Many of the staff have had a lot of experience in the care industry and the staff turn over is low. Staff are offered training in health and safety and personal care, however, training must commence for staff relating to the care of individuals with mental illnesses. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 34, 35, 36 and 38 The manager is not registered therefore her fitness can not be judged accurately and she is not trained to NVQ level 4 standard therefore there is a shortfall in academic training. However, the financial procedures appear sound and the service users and staff benefit from regular supervision and are protected by the health and safety measures within the home. EVIDENCE: As documented in the last inspection the manager is not yet trained to NVQ level 4 or the equivalent therefore the home is failing to meet the standard. She must commence this training as soon as the course she has applied for becomes available. She must also provide information under the Care Standards Act so that the Commission can register her as a fit person to be running a care home.

Staff are supervised formally on a regular basis and there are records available. The home is maintained to a satisfactory standard there are policies relating to health and safety, moving and handling, the safe storage of substances under COSHH and food hygiene.
