Conditions of registration: 1. The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 4th July 2005 Date of last inspection Brief Description of the Service: Wharfedale has been adapted from three adjoining two-storey residential properties, into a care home which suits the needs of older people. It is close to the centre of Cleveleys, with easy access to transport links. It is equipped to suit the needs of its residents, for example there is a stair lift, grab rails and ramps.Single and double rooms are sited on both floors, with toilets and bathrooms being conveniently situated. There is sufficient communal space, with two lounges and a dining room. A small smoking area is provided. Outside seating is available in the pleasant front garden. This is an overview of what the inspector found during the inspection. The inspection took place over 2 hours, and was one of the two inspections, which must be made each year. Additional inspections may be made if necessary. The inspection was unannounced, in that the owners were not aware that the inspection was to take place. The senior carer in charge was interviewed, in the manager’s absence. Also two care staff and five of the residents. Care records were inspected, and a tour of the home was made, viewing all of the rooms. What the service does well: What has improved since the last inspection? What they could do better:
The home’s environment required updating and refurbishment, and some structural problems were found. However these are being fully addressed. A plan of regular maintenance and renewal then needs to be in place following the refurbishment. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 The medication at this home is well managed, promoting good health. EVIDENCE: Medication records were available for all residents, and were seen to be clear and up to date, with photographs of residents identifying these records further. All staff are attending, or have completed, the medication awareness course, and those spoken to were able to discuss the correct way to administer and record medication. Patient information leaflets are kept for staff information on each individual’s medication. It was evidenced with signatures that new medication arriving at the home is always checked on receipt, and any which needed returning to the pharmacist were listed and signed for. Medicines are stored in a secure, dedicated cupboard. Residents are required to sign a ‘declaration of wishes’, which outlines the involvement staff have in handling resident’s medication.

JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 26 Recent investment is in the process of improving the appearance of this home, creating a more comfortable and safe environment for those living there and visiting. EVIDENCE: The small front garden of the home is kept tidy and attractive, with small flowerbeds and seating for residents to use in the good weather. There is a major refurbishment programme ongoing at the moment, with a structural survey identifying the need for new floors, and some new roofing. The management team confirmed the plan to decorate all of the bedrooms, replacing carpets, bedding and furnishings where necessary. Three of the eleven bedrooms had been completed at the visit. The dining room was not in use due to the work being done on it, and following some concerns raised about residents eating meals in different rooms, and not at tables in some
Wharfedale Rest Home DS0000009683.V270511.R01.S.doc Version 5.0 Page 13 instances, a temporary dining room has been set up in one of the three lounges. The disruption has also led to frequent lunch trips out for all of the residents. “I’m happy eating in here watching the television”, said one resident in the lounge, “I’ll be sorry to have to go back to the dining room!” “We’ve been going out a lot for lunch. We’re getting a bit fed up of it now though”, agreed a couple of residents. All of the bedrooms were viewed, and those not yet decorated had tired, and some damaged, wallpaper, fragile furniture and worn carpets. Some signs of damp were seen on outside walls, and a couple of windows would not close properly. The rooms that had been decorated were bright and clean and welcoming. The residents’ said that they had helped to choose their colour scheme. “I like my room. I think it’s homely and comfortable”, said one resident who chose to stay in her newly decorated room to write Christmas cards. Lounges were warm and comfortable, but in need of refreshing and updating. During the refurbishment, the home cannot meet the living standard required as a whole, even though the manager is trying to keep the disruption to the residents as minimal as possible. At the next inspection this standard will be assessed again, following the completion of the work. The laundry is situated away from food storage and preparation. Staff spoken to were aware of the correct way to work to prevent and control infection. The home was generally clean, with care staff covering domestic and cook duties also.
