Conditions of registration: 1. The home is registered for a maximum 45 service users to include:up to 45 service users in the category of OP (Older People) up to 5 service users in the category of PD (Physical Disabilities under 65 years of age) up to 4 service users in the category of TI(E) (Terminal Illness over 65 years of age) up to 5 service users in the category of DE(E) (Dementia over 65 years of age) The service should employ a suitably qualified and experienced Manager who is registered by the CSCI. The Registered Person must ensure that all staff working in the home have dementia awareness and dementia care training, which equips them to meet the needs of the service users accommodated, as defined in the individual plan of care. The service should at all times employ suitably qualified and experienced members of staff, in sufficient numbers, to meet the assessed needs of service users with dementia. 14 July 2005 2. 3. 4. Date of last inspection Brief Description of the Service: Jah Jireh Care Home is a faith home for brothers and sisters who are baptised members of the Jehovah’s Witness faith. The home offers accommodation, nursing and personal care and support for up to 45 individuals with varying needs. Jah Jireh is situated in the Springfield area of Wigan and is close to local amenities and is approximately 10 minutes drive from Wigan and Standish town centres. The home has its own mini bus for trips and outings. The home is a purpose built two-storey building with private accommodation on both floors. The home offers 39 single rooms and 3 shared rooms, all rooms have en suite facilities. The home offers comfortable lounges and a large separated dining room. The enclosed gardens are well presented and were accessible to all residents. Limited car parking is available at the front of the home. This is an overview of what the inspector found during the inspection. This inspection was carried out over a three-hour period on one day, and was unannounced. The homes manager was available to assist with the inspection. Part of the time was spent in the office looking at residents’ records (care plans) and other documents that the home needs to keep to run its business, and part of the time was spent speaking with the residents and staff. Some staff had been offered training on the protection of vulnerable adults and in caring for people with dementia; this training should be available to all staff. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 The care plans showed that the health, personal, and social care needs of residents had been identified, were monitored, and were reviewed in a measured way. EVIDENCE: Individual care plans were made available for inspection. Three care plans indicated that all aspects resident’s health, personal and social care needs had been planned for. Each record contained 12 aspects of daily living, a brief outline of the individual person’s background, work history, family, hobbies and interests. This profile helps staff to understand a little about the person to whom they are providing care for and can provided topics for conversation. The care plans were clear, concise and had been reviewed monthly or more frequently if required. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13 and 14 Residents are able to exercise as much personal freedom and choice as possible with a risk framework and within the confines of the residents expressed interests, capabilities and choice. The routines of daily living are tailored to be as flexible as possible in a communal living setting. EVIDENCE: Residents are encouraged to maintain contain contact with the family, friends and the local community. Visitors to the home are welcome, however, this home is the only Jah Jireh home in the north west that provides nursing care, therefore some residents have moved some distance away from their families and this makes visiting difficult. The new guest room will provide accommodation for visitors to stay over and spend more time with their relatives. It was observed that one resident goes off into town on her own most days and others regularly attend church services and study groups. JUDGEMENT – we looked at outcomes for the following standard(s): 19 The standards within this home are good providing a clean, comfortable and homely environment for people to live in. EVIDENCE: From a tour of the building, it was seen that the premises were being maintained to a high standard both internally and externally. JUDGEMENT – we looked at outcomes for the following standard(s): 35 A satisfactory accounting system was in place to ensure that resident’s finances are protected. EVIDENCE: The home administers a number of personal allowances of which an income/expenditure sheet with a running total is maintained for each resident.
