What the care home does well

The manager and staff team remain committed to training and improving the service provided at Kentmere to provide good quality care tailored to individual needs. The majority of the staff team have remained consistent and work well together. Service users appear confident of the staff`s skills and abilities. The manager and staff continue to work closely with other agencies and professionals to ensure a complete approach to care is maintained. Service users are supported in a clean comfortable and relaxed environment. There is a high level of communication and interaction between the staff and the people staying at the home The provider communicates well with the Commission with regard to the conduct of the care home via monthly reports.

What has improved since the last inspection?

No requirements or recommendations were made at the previous inspection. The registered provider continues to offer a consistent service and has responded to any recommendations made during past inspections.

What the care home could do better:

Two of the staff team have completed NVQ level II in care. The staff remain committed to achieving the target of 50% having this award and two more members are close to completion of this award. Suitable fire equipment should remain in situ within the home.Consideration should be given to the suitability and safety of the entrance hall door. Several areas of the home require minor repair and redecoration.

The service should at all times, employ a suitably qualified and experienced manager who is registered with the NCSC. The home must be staffed in accordance with the Residential Staffing Forum guidance by 1st April 2004. Radiators should be fitted with thermostatic controls in service user bedrooms by 31 December 2003. Radiators should be guarded by 31 December 2003. Bedroom one should be redecorated by 31 December 2003. A lock should be fitted to the utility room door by 31 December 2003. A satisfactory periodic inspection report for the electrical installation at Kentmere must be provided to the National Care Standards Commission by 1st December 2003. 1st September 2005 Date of last inspection Brief Description of the Service: Kentmere is owned by Lancashire County Council and is operated by Lancashire County Social Services. It is registered with the Commission for Social Care Inspection to provide respite care for five people who have a learning disability and provides a service purchased by funding authorities. The home aims to ensure continuity for the service users during their respite stay. Kentmere is situated in a residential area of St Anne’s with easy access to local shops, amenities and public transport. The property is a dormer bungalow with full wheelchair access on the ground floor. All service users accommodation is provided on the ground floor. Kentmere is committed to implementing the government’s strategy for the development of services for people with a learning disability Valuing People. Kentmere is represented on the Local Learning Disability Partnership Board and has a well-established relationship with the Fylde and Wyre Parents/Carers Forum, which is pro-active in the continued development of the services offered. This inspection was unannounced and was conducted over three hours. There were five service users present during the inspection. The inspector spoke to one service user, and two members of staff and viewed documentation in respect of staff complement and training. A full tour of the building was conducted. Comment cards were distributed during this inspection, however none were received back at the time of this report. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 The respite service provides a homely, clean and comfortable environment for people during their stay. EVIDENCE: Kentmere is a detached bungalow, situated in a residential area of St Anne’s. It is close to shops and local amenities; it is on a main bus route and close to the railway station. Service users accommodation comprises of a lounge/dining room, kitchen, three single bedrooms and one double bedroom, all situated on the ground floor. There is a garden area at the rear of the home which is accessible to service users. The furnishings and fittings of the home are domestic in style and the home is decorated generally to a good standard. However the main corridor and some of the bedrooms do require a little redecoration. During the visit it was noted that a fire extinguisher was not in place at the entrance. Staff advised that it had been removed due to a service user tampering with it. Staff were advised that this must be in place and alternative secure storage be considered. The entrance hall door had a temporary Perspex panel fitted, again due to damage being done by a service user. Staff advised that the door was possibly being replaced. The inspector felt that the glass sections in the door were not very strong and posed a risk if anyone was to fall against this. The staff are responsible for cleaning and maintaining the house. The laundry facilities of the home are sited in the utility room to the right of the kitchen which means laundry has to be taken through the kitchen area. The utility area does require some attention and redecoration to ensure easy clean and impermeable floors and walls. A protruding nail was removed during the inspection, which left some wood panelling requiring securing. There is a clear procedure on the control of infection and staff are made aware of this at their induction training. When spoken to staff where clear that all foul laundry should be taken to the utility area via the outside of the building and through the rear door not through the kitchen. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34 and 35 Staffing levels are sufficient to meet the needs of the service users. Recruitment procedures are thorough and ensure the safety of the service users who use the facility. Staff are committed to providing a good service to the people in their care. EVIDENCE: A t the time of the inspection there were sufficient staff on duty to see to individual needs. The staff rota was viewed and two members of staff were spoken to and this confirmed that staffing levels meet the needs of the people accommodated. Staff contracts still do not reflect the number of hours that people are actually working and these still require reviewing as it is down to the flexibility of the part time staff to ensure rotas are covered. The staffing hours are used in a way, which ensures individual activities can be developed. On the day of the inspection a Christmas party was planned for service users and carers of respite facilities in the area and service users were being supported to attend this. All necessary police checks and references are obtained prior to employment and a record of these is maintained at the home. Staff members spoken to confirmed that all new members of staff undertake LDAF (learning Disability Award Framework) induction and foundation within Kentmere Respite Service DS0000035974.V258008.R01.S.doc Version 5.1 Page 16 the first six weeks of their employment. Other training provided by Lancashire County Council includes first aid, health and Safety, fire and abuse procedures. There are two members of care staff who have completed their LDAF training and a new member of staff has recently commenced this. Two members of staff have achieved the NVQ (National Vocational Qualification) level II in care. Two more staff are currently undertaking this, which when completed will mean the home will have reached the target of 50 having this award. JUDGEMENT – we looked at outcomes for the following standard(s): 37 The current registered manager is competent and experienced, ensuring that staff have clear direction and leadership. Suitable management arrangements must be in place following her departure. EVIDENCE: The registered manager was not present at the time of the inspection. Staff spoken to confirmed that they felt well supported and able to approach the manager at any time. She has recently completed the Registered Managers Award. The management approach is open and supportive and regular house meetings are held with staff. There is very open communication between the staff, service users and their relatives. Staff confirmed that 1-1 support sessions are a regular feature in the home and support is given in respect of training. The inspector was advised that the current manager would be leaving Kentmere in January 06 following her resignation. A new suitably qualified and experienced manager will have to be registered with the Commission for Social Care Inspection.
