This is the first Inspection of this service which was registered in April 2007 Date of last inspection Brief Description of the Service: 18 King Edward Avenue is a six bedroomed house that provides accommodation for up to six adults with learning disabilities. It is a detached house, which is located approximately two miles from the centre of Gloucester. There is a small garden area to the rear of the property, where there is also a separate laundry room. One bedroom is on the ground floor and the rest are located upstairs. All have en-suite facilities. The home is situated close to local amenities King Edwards House DS0000069195.V347714.R01.S.doc Version 5.2 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. 18 King Edward avenues was registered in April 2007 and this was the first inspection of this service. At the time of this visit the home was yet to accommodate any service users. There is a registered manager in place, who is also registered for another home run by the same Provider, which is situated in close proximity to the home. As potential service users are identified and admitted the staff team will be built up. The second home has a staff team in place and these staff will be involved in King Edward House initially as well. The home has all the required policy and procedures in place and the home has been adapted and renovated to a high standard. Due to the absence of service users, and a staff team, a full inspection against the National Minimum Standards was not possible at this visit. When the home has admitted some service users the Commission will conduct an additional inspection of the service. During this visit the Inspector met with the Registered Manager and undertook an inspection of the environment. The Statement of Purpose provides accurate and accessible information to prospective admissions to the home. EVIDENCE: As part of the registration process the service has provided the Commission with a Statement of Purpose and Service User Guide that comply with the current regulations. Whilst the Manager explained the admission process that would be followed it was not possible to examine this as no service users have yet applied to be admitted to the home. The manager was clear about the need to complete assessments and ensure that the needs of service users admitted to the home could be met. This judgement has been made using available evidence including a visit to this service. The environment will provide spacious and comfortable accommodation. EVIDENCE: The home has been renovated and decorated to a good standard throughout, with all bedrooms having en-suite facilities. There is scope for the home to be further personalised by the service users when they move in and it is well situated for accessing local amenities and facilities. JUDGEMENT – we looked at outcomes for the following standard(s): 37 & 39 Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. Management systems need to be put into place that will ensure correct scrutiny and support and the successful developing of the business. EVIDENCE: The Registered Manager is qualified and has experience of leading a staff team. They have had responsibility for setting up the home and taking it through registration. They have had the same responsibility for another home owned by the same Provider, which was registered at the same time. It would appear that additional support and help is required for this home to progress to being fully operational. To simultaneously recruit two staff teams and fully accommodate two care homes without additional management support and limited involvement from the Provider represents a very large range of responsibilities. King Edwards House DS0000069195.V347714.R01.S.doc Version 5.2 Page 15 Prior to this inspection visit the Commission were informed by the Registered Manager that they would be leaving their post in early October 2007. The Provider needs to ensure that satisfactory arrangements are put in place to cover this absence until another Manager is appointed. The Provider also needs to ensure that the required support and scrutiny for the new Registered Manager is in place. It was found during this visit that no Regulation 26 visits had been completed since the home opened and that the Manager received no structured professional supervision in relation to the role they were undertaking. Considering the wide span of responsibilities they were covering over two homes it would have been of benefit for additional support and guidance to have been provided. It would also appear that the decision to make the Registered Manager also the Responsible Individual has not worked well, and the Commission will be requiring that a separate RI is appointed for this service and the other home covered by the Manager. This person will be responsible for completing the required Regulation 26 visits and providing a degree of scrutiny and support to the Manager.
