Date of last inspection Brief Description of the Service: Langdale Residential Home offers accommodation for 25 Older Persons, and is situated close to the centre of Sapcote, which offers local shops including a Post Office and local supermarket. Views from part of the home overlook the local Church and countryside. Langdale Residential Home offers two lounges and one dining area to the ground floor, with bedrooms being sited on the ground and first floor. Access to the first floor is via stairs, which have two chair lifts and a passenger lift. The majority of bedrooms have en-suite facilities, which consist of a wash hand basin and toilet. Bathroom and showering facilities are located on both floors. A proposed extension is planned, with building work planned to take place shortly after the publication of this report. This is an overview of what the inspector found during the inspection. The focus of the inspections undertaken by the Commission for Social Care Inspection is upon outcomes for service users and their views of the service provided. The primary method of Inspection used was ‘case tracking’ which involves selecting clients and tracking the care they received through looking at their records, talking with them where possible, and looking at their accommodation. The inspection took place over one day, commenced at 9.15 am and was completed in three and a quarter hours by one Inspector. An opportunity was taken to view the care plans and other records in detail. Five residents were spoken with on this visit; comments made are enclosed within this report. The registered person and acting manager assisted in the inspection process. What the service does well:
The registered person provides a homely and comfortable atmosphere for the residents. Clear guidance is given to staff members regarding keeping residents’ care records up to date. Residents spoken with indicated that they are happy residing in the home and that they are well taken care of. The registered providers are committed to raising and maintaining good standards of care for this service based on the outcome of the inspection. The fixtures and fittings are maintained to a very high standard creating a homely environment. All comments about personal care and meals were very positive. All residents and relatives spoken with indicated that they are satisfied with the overall care given in the home. Care plans are descriptive toward residents’ individual abilities, choices and are regularly reviewed and alterations made accordingly. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The assessment process is detailed and effective. EVIDENCE: Most resident assessments are initially completed prior to residents’ admission, and then periodically throughout the residents stay in the home, care plans and risk assessments are then compiled from the information supplied. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 9 & 11. Residents are looked after well in respect of their health and personal care needs. EVIDENCE: Residents’ care plans are mostly written in detail to give staff members clear instructions about the tasks they must carry out to meet residents’ care needs, which includes access to health care provisions. The medication process is well managed in the home. A number of residents’ files have been updated with information regarding their final wishes. A complaints policy is in place for the protection of residents in the home in the event of a complaint or suspicion of abuse. EVIDENCE: The complaints procedure is publicly displayed in the foyer of the home, as well as in the Statement of Purpose and Service User Guide, which makes clear the process of making a complaint. No new complaints have been received since the last inspection of this service in July 2005. Residents spoken with at the inspection showed an understanding of the complaints procedure. Residents are supported by adequate numbers of staff. EVIDENCE: The staffing rota was examined and a physical count indicated that there was adequate numbers of staff on duty. A discussion held with the acting manager indicated that there is an appropriate skill mix of staff employed to work in the home. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 35 & 37. The management approach promotes effective financial practices and secure record keeping in the home, ensuring residents’ care and protection. EVIDENCE: The inspector discussed questionnaires and other initiatives that shall be forwarded to residents and their relatives for quality monitoring purposes, the results of which shall be placed in the Statement of Purpose and Service User Guide. A number of residents’ care and financial records were inspected, all records seen are kept up to date and in order in accordance with the Data Protection Act 1998 and the Care Homes Regulations 2001. Residents’ personal allowances are well managed by staff in the home.
