What the care home does well Staff were able to demonstrate a good awareness of peoples needs and provided a flexible service to meet peoples individual expectations and preferences. The quality of meals provided was very good, all meals were home cooked and appeared appetizing and nutritious. The cook has been employed at the home for many years and was enthusiastic and eager to provide a nutritious and varied diet for people living at the home. Staff had made significant improvements in care planning, each person had an individual plan of care which addressed all assessed needs and included people individual preferences. Care plans and risk assessments were reviewed on at least a monthly basis and daily records provided detailed information of the care people had received and their wellbeing or otherwise. People had good access to health-care professionals such as GP`s, community nurses, dietitians and opticians. We looked at staff recruitment policies and procedures, all new staff undergo checks and references are obtained to ensure that people are suitable to work at the home. What the care home could do better: It has been some time since the service had a manager registered with the Care Quality Commission. At the time of this inspection a new manager had recently been employed and the providers intended to put this person forward for registration. The service requires a period of stability so that people working and living at Langdale House have a clear sense of leadership and direction. Some areas of the home required redecoration and refurbishment in order to ensure that all parts of the home were comfortable and suitable for peoples needs. We wereconcerned about the use of pressure relieving equipment for three people and asked staff to consult with the community nursing team to ensure that the equipment was being used in a correct and safe way. Staff had not received training regarding the Mental Capacity Act and associated Deprivation of Liberty Safeguards, this is necessary in order to ensure that people who may lack capacity to male some decisions do not have their freedom restricted unnecessarily in order to keep them safe. Staff gather information about peoples life histories needs and preferences and this is recorded within care plans. This information should be used to plan meaningful activity for people who have cognitive impairment, this is to ensure that people have the opportunity for stimulation through recreational and social activities. This random inspection included a visit to the service. We visited the home on the 13th of May 2010. The main method of inspection was called case tracking which meant selecting three residents and tracking the quality of their care by checking records, discussion with them and with staff and observation of care practices. We also looked at the providers own assessment of the services they provide, which they sent to us, this is called the annual quality assurance assessment or AQAA. This inspection focused upon management arrangements at the home, staff recruitment and training and the health and personal care needs and outcomes for people living at Langdale House. At the time of this inspection the Local Authority had made a suspension of placements, this means that the a maximum of ten people were allowed to live at the home with no further people moving in until the providers could demonstrate that improvements made could be sustained and that management arrangements were effective to meet peoples needs and keep them safe.
