Conditions of registration: 1. The home may accommodate a named individual as set out in a letter to the registered person dated 12th December, 2002, which establishes the basis on which the individual`s needs will be met by the home. Where necessary the home`s Statement of Purpose shall reflect any changes in service provision required for this arrangement. This condition may not apply to anyone else, other than the named indivdual who falls outside the registered category. 24th May 2005 Date of last inspection Brief Description of the Service: Langley Park is a residential care home located in centre of the ex-mining village of Langley Park, local amenities are close at hand. It is owned by Southern Cross Healthcare Properties Limited and operates within the private sector. The home is registered to accommodate older persons (22) and older persons with dementia (24). It is not registered to accommodate older persons requiring nursing care. The home is a two-storey building providing two separate units to accommodate persons from the aforementioned service user groups. Personal accommodation and communal areas are provided in both units. Service areas are located on the ground floor. This is an overview of what the inspector found during the inspection. This unannounced inspection took place on 17th November 2005 over a period of six hours. During the inspection time was spent talking to service users, staff, management and a relative. A number of records were examined. Even though this home is ran effectively, providing the people who live there with a good standard of comfort and care service delivery. The management are aware as peoples needs change so must the service to meet those individuals’ needs. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 2,4 and 5 The home has a clear and informative admission process in place, which enables prospective service users and their family’s to make a decision as to whether the service user wishes to move in. EVIDENCE: A copy of the new Terms and Conditions of residency document given to service users on admission was looked at. This document is to be given to service users, who will be asked to sign as to there agreement with it, or their relatives on their behalf. The deputy manager said service users are only admitted into the home if following assessment the home can meet the individual needs of that person. Before prospective service users come to live in the home the deputy manager said they are welcome to visit with their relatives and spend time with other people who live in the home and the staff. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 8, 9, 10 and 11 The systems in place for promotion of good health of service users and the safe handling of medication in the home are good. Personal support in this home is offered in a way to respect service users’ choice and promote independence. EVIDENCE: Care plans included information to show that people living in the home have received visits from other health professionals to meet their individual needs. A service user spoken to commented, “ If you don’t feel well the staff ask your doctor to call”. All people living in the home are registered with a local GP. The policy and procedure for the handling of medication protects service users and promotes good health. Staff spoken to were able to show that they respected the people who lived in the home. A staff member said, “ We always ask residents what they would like, and give choices, we just don’t go ahead with our choice”.

The home has detailed information on other religions and cultures to enable staff to meet the needs of these people. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 13, 14 and 15 Links with the community are good. The home provides a welcoming atmosphere for all visitors. The dietary needs of service users are well met, providing choice and varied selection of food that meets the tastes and choices of service users. EVIDENCE: A relative visiting the home said she and her family visit on a regular basis and are always made welcome anytime they come into the home. The home organises various fund raising events for the comfort fund and invite the local community to join in with service users and their relatives. Service users spoken to said the staff are good and always listen to them. One service user commented, “ I make my own decisions and the staff are always there to give me a hand if needed”. A meal sampled at lunchtime was well cooked and tasty. Care plans contain information to show that the dietary needs of service users are met. A service user spoken to said, “ The food is good, older people like smaller meals but there is always plenty if you want more”. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 16, 17 and 18 The home has in place clear procedures to enable service users and other visitors an opportunity to make their views known. Systems are in place to ensure service users rights are respected and that service users are protected from harm or abuse. EVIDENCE: The home has in place a clear complaints procedure. The deputy manager was able to demonstrate the process and said all complaints are taken seriously. There were no recorded complaints since the last inspection. Service users spoken to said staff take time to listen to them and respect their views. On the day of the inspection the Regional Manager had available for service user information new information on obtaining advocacy services. Which will provide an improved way for service users to get someone to speak on their behalf if they so wish. Evidence was available to show that service users living in the home are protected from abuse. Through POVA training and thorough recruitment procedures. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 30 The system for the training of staff in the home is good. Equipping staff with the skills and abilities to deliver a good standard of service to the people who live in and visit the home. EVIDENCE: Training records examined showed that staff attend regular training events, which develop their skills and abilities within their role of responsibility. Staff spoken to who had recently commenced employment in the home said, “ I completed full induction training”, “We attend lots of useful training, which helps us do our job well “. Evidence was available to show that the home is currently developing individual staff training profiles for all staff who work in the home. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 32, 35 and 38 Appropriate arrangements are in place for the efficient running of the home and care service delivery in the absence of the registered manager. Service users live in a safe, comfortable and accessible environment. EVIDENCE: The registered manager is currently on maternity leave, but the deputy manager is qualified and competent to run the home and maintain a good standard of service to the people who live there and visit the home. The system for safekeeping of money held on behalf of service users has been revised since the last inspection. Service users can now access money held on their behalf over the weekend even when the manager or administrator is not available in the home. This takes away a former restrictive practice and allows unlimited access by service users to their own money.
