It is close to the High School and there are some small local shops and two pubs nearby. It is set in its own very attractive, well maintained grounds with parking facilities to the front of the building. Laurel Bank is a care home with nursing. It is a large house, which has been extended to provide accommodation for 37 older people. The accommodation is arranged over 4 floors. This is an overview of what the inspector found during the inspection. This inspection was carried out over 6.75 hours and focused on the environment and the management and administration on the home. The last inspection in June 2005 looked specifically at the care the home provides and the staffing levels. Eight residents, one relative and three members of staff were spoken to. A tour of the building was made and some records were looked at. What the service does well: What has improved since the last inspection?

Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 21, 22, 23, 24, 25, 26 Residents live in a clean, safe, comfortable, well maintained home. EVIDENCE: Laurel Bank is situated in Holmfield, Halifax. It is a large property, which is set in its own extensive, well kept grounds. There is car parking to the front of the building. There is seating available outside which service users enjoy using in fine weather. A lawned area has been created at the side of the home, which has a water feature and bird table. This is a very pleasant area that service users can use. There are some local shops and two public houses within walking distance. There were no recommendations from the last environmental health inspection and the fire officer has confirmed that all of the works that were required, have been completed. There are three bathrooms and one shower room available for service users. There are two bathrooms with assisted bathing facilities. The assisted bathroom on the first floor has been well fitted and is bright and welcoming. The bathroom on the ground floor is very basic and not particularly welcoming. The bathroom on the second floor is not assisted and is not used. There are eight toilets located around the building all of which have suitable locks fitted. There is a separate sluice and a sluicing disinfector. There are eight double bedrooms and twenty one single bedrooms, four of the bedrooms have en suite toilet facilities. All of the bedrooms are carpeted, have curtains, a bed, wardrobe, wash hand basin, emergency call bell point, main lighting, mirror and drawer space. Privacy screening is available in the double bedrooms for use as required. All of the bedrooms were clean and tidy. Most of the rooms are very personal to the occupant and a variety of photographs and ornamentation make the rooms very homely. There is ramped access to the building and a passenger lift serves the ground, first and second floors. Emergency call bells are available in every room. The home was clean and tidy on the day of the inspection. The laundry was well equipped, clean and tidy. The required ‘non return’ valves are in place on the washing machines. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 & 38 The home is well managed and run in the best interests of residents. Practices in the home promote the health, safety and welfare of the residents. EVIDENCE: The registered manager has recently completed her NVQ level 4 training in management and is awaiting the certificate. The manager has addressed a number of complaints that have been made about the home, in the past, and has learnt from these. She has implemented changes at the home to ensure that residents needs are identified, met and regularly reviewed. Residents are consulted about the running of the home the annual quality assurance questionnaires. These questionnaires were last circulated approximately 6 months ago. The comments that residents, relatives and staff made need to be analysed and the results published so that people know how

Residents and relatives all said that if they had any problems they would speak to the manager and were confident that any issues would be resolved. The manager does hold money on behalf of residents. The records examined were well maintained and accurate. The service users guide gives information about residents accessing the records that are held in the home. There is a policy in place regarding service users seeing the records that are held on them. Records at the home were readily available and well maintained. There is a written Health and Safety policy. Staff receive moving and handling, food hygiene, fire safety, first aid and infection control training. The fire alarms are tested weekly and fire drills/practices are held. Gas safety, electrical installation and portable electrical test records were all seen and were up to date.
