The building has been suitable adapted for its current purpose, to create modern facilities in a traditional, comfortable home setting. This is an overview of what the inspector found during the inspection. This inspection was carried out over a period of 3 hours on 6 May 2005. The home did not know the inspection was going to take place. The plan for the inspection was to check whether the home had met previous requirements and recommendations; to talk with service users about living in the home; to meet with care staff and the home’s management team; and to look at records. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3&6 Assessments of all new residents takes place prior to them living at Long Meadow. This is to ensure that individual care needs can be met within the service. EVIDENCE: The assessment documentation and recording of a new resident was good and In sufficient detail so as to make it possible for the care needs to be identified and from which a comprehensive care plan has been developed. The manager confirmed that she visits all new residents prior to admission, and takes into consideration the equipment they require and the dependency of the other residents living at the home and the bedroom available with regard to location and size of room. The staff spoken to explained how they were able to meet the needs of the residents and spoke with individual knowledge of particular residents. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9,10 Individual health and personal care needs are well met but improvements are needed in the recording of risk assessments. EVIDENCE: All residents have a plan of care. The care plans of four residents were inspected and found to be of good quality with careful and thoughtful strategies to address particular needs or problems. There was evidence of involvement of specialist healthcare people such as the community psychiatric nurse and the dietician. Whilst risk assessments were documented in the care plans for such things as moving and handling and the use of bed rails, they were not in sufficient detail or reviewed and updated on a regular basis. For example a moving and handling risk assessment did not state what hoist to be used or what sling size was required or if it had been reviewed recently. A nurse was observed giving out the lunch time medication. This was done sensitively and professionally and was in keeping with good practice on the administration of medication. The medication record charts were correctly filled in and a stock check of one resident’s medication was done and was correct. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14,&15 Flexible visiting arrangements allow the residents to maintain good and regular contact with family and friends. Residents living at the home are supported to have choice and control over how they choose to live. EVIDENCE: Residents confirmed that they could have as many visitors as they like and at any time they chose. The visitors are made to feel welcome during their visits and there were several visitors coming and going during the inspection. People spoken to follow their own hobbies and participate in activities outside of the home according to their wishes. Two residents attend a coffee morning each week and said they really enjoyed this. Residents said they also enjoy card making and musical bingo, they said that there was nearly always some organised activity daily and they could choose to attend if they wanted to participate. Without exception, service users said that the food was good. Observation of the lunchtime meal provided evidence that residents were able to make choices about the meals they wished to eat. The meal was unhurried. There was seven staff available to assist over the lunchtime, and a trained nurse administering medication. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 26 The environment in the home is good and provides residents with an attractive, comfortable and homely place to live EVIDENCE: Individual bedrooms and communal areas were suitably furnished and decorated in a style liked by people living there. Residents spoken to said they liked being able to bring into the home small items of furniture along with pictures and photographs to make there own rooms more pleasant and feel more like home. The communal areas of the home were clean and residents confirmed that their bedrooms were also cleaned to a good standard. A new bedroom extension has just been completed and is decorated and furnished to a good standard. Some of the paint work in the communal areas of the home such as the skirting boards in the main hall way and corridor requires attention, this was obviously wheel chair damage.
