This inspection was carried out on 16th January 2006.

The inspector found no outstanding requirements from the previous inspection report, but made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

The home gives the residents the chance to make choices of their own in areas, which concern them. They also hold meetings where they are able to discuss anything. Residents are helped by staff in a way, which they like and staff have guidelines to follow. The home is clean and tidy. The Registered Provider who is also the manager has obtained the qualifications she needs.

What has improved since the last inspection?

Since the last inspection the home has received the correct paperwork for a new member of staff and a report in relation to the monitoring of the quality of care provided has been completed. Changes to medication sheets are being signed by two members of staff.

What the care home could do better:

It was noted that an incident had occurred within the home, which the Commission for Social Care Inspection had not been notified of under Regulation 37.Details of a specific restriction agreed with a care manager need to be documented in the care plan and risk assessments need to be in place for all uncovered radiators. Staff need to continue with NVQ qualifications so that 50% of the staff are appropriately qualified.

It is situated close to local bus routes into the city. The owner lives on site and is supported by the staff team. The home is a large detached Georgian style property that stands in large well maintained gardens. The building is decorated in a homely manner with contemporary furniture and fittings. Manor Mews DS0000059978.V277969.R01.S.doc Version 5.1 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The inspector arrived at the home at 3.10pm. Much of the time was spent talking to residents about how they felt about living at the home. The inspector also looked at some records and spoke to the two members of staff on duty and the manager. The inspector left the home at 6.30pm. Most of the core standards were inspected at the last inspection on 22nd August 2005 therefore the report for that inspection needs to be read as well as this one. There was a nice relaxed feeling within the home with residents joking amongst themselves and with the staff. What the service does well: What has improved since the last inspection? Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6&7 With one small adjustment the care plans will adequately provide staff with the information they require to support residents. Resident’s choice is recognised and acted upon. EVIDENCE: Care plans were looked at in detail at the last inspection. However through discussion it was noted that a restriction which the manager had agreed with the care manager, of the resident, was not recorded on the individual care plan. Residents said that they have meetings to discuss anything they like and that they are asked about what food they want to have. The inspector saw a resident being asked what they would like to eat that evening as an alternative to what was on the menu. Residents also said that they go shopping with staff to choose their own clothes and that they choose what to wear each day. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Personal support within the home offers residents choice and independence. EVIDENCE: Residents said that they are able to go to church if they want to and details of this were seen on individual care plans. Details of how personal care is to be provided are detailed in the care plans and some residents were able to describe what support they receive from staff. Additional support from health professionals is provided when it is required. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 30 The standard of cleanliness within the home is good offering residents an attractive and clean place to live. EVIDENCE: Currently residents do not do their own personal washing. The home has a laundry which meets the needs of the home. On the day of the inspection the home was clean and tidy and there were no unpleasant odours. Residents told the inspector that they did not have to clean their rooms themselves as the staff did it for them. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32 Progress is being made to ensure that residents benefit from having the support of appropriately qualified staff. EVIDENCE: Currently the home has one member of staff with NVQ level 2 and 3 and one member of staff who has just finished level 2. Two members of staff are completing level 3, one member of staff is completing level 4 and one completing level 2. So although they have not yet reached the 50 of staff trained to NVQ level 2 they are working towards it. JUDGEMENT – we looked at outcomes for the following standard(s): 37 & 42 The resident’s benefit from a qualified manager who is supportive of staff. Safety in relation to hot surfaces may be compromised until specific work is completed within the home. EVIDENCE: The Registered Provider who is also responsible for the day-to-day management of the home has obtained NVQ level 4 and the Registered Managers Award. Staff who spoke to the inspector said that they found the manager approachable and supportive. A recommendation was made following the last inspection that all radiators are covered. There are three remaining in bedrooms to cover and the material has been obtained for them. An individual risk assessment needs to be in place in relation to the uncovered radiators.
