What the care home does well

The service provides an extremely homely environment for the service users. Both service users were able to demonstrate that their individual preferences were respected and that staff did all they could to meet the service users needs. Service users said that they like their house and loved the new lounge and dining room furniture that had recently been provided. The service users enjoy a high number of activities and both enjoy music. Training continues for staff and courses are relevant to the needs of the service users. Service users are very involved in the day to day running and one service user said "I like to do some of the cooking, but not every day. I don`t have to do it if I don`t feel like it. I like the food, I like to shop for it, I can choose the things I like."

What has improved since the last inspection?

New lounge and dining furniture has been provided. The lounge/dining room is extremely pleasant and homely.

What the care home could do better:

The carpets in service users` bedrooms has now become worn and shabby and requires to be replaced. A programme of improvements continues but the replacement of these carpets should now be prioritised. One service users said "I like my room, but the carpet is horrible. I want to choose a nice one."

The house is a semi-detached two storey property, with single bedrooms and a shared bathroom. The staff office doubles up as a sleepover room. The house has a large garden / orchard that is fully accessible to both service users. The home is situated in a residential area in Bromborough Pool Village. Local amenities include a sports centre and leisure facilities, transport, public houses, entertainment complexes and various shops. This inspection was undertaken during the early evening when both service users were home from day services. Considerable time was spent speaking with the service users to obtain their views of the service. Care plans were examined to give a full picture of the service users care needs and of the care given. Records relating to health and safety were inspected to provide evidence that the service users are protected. All areas of the building were viewed and provided evidence that the service provides a clean and homely environment for the service users. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2 The assessments on service users is comprehensive to ensure that the home can meet their individually assessed needs. EVIDENCE: A full assessment was undertaken on both service users accommodated at the home prior to their admission. Both service users lived at Raby Hall, another home owned by Wirral Autistic Society, prior to their admission to the home, where they have lived since May 2002. Assessments are undertaken by WAS’s staff, Doctors, Occupational Therapists, Social Workers and any other persons involved with the care of the service users. The documentation held at the home, and at the Society’s head office, is extremely detailed and informative. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. JUDGEMENT – we looked at outcomes for standard(s) 6, 7, 9 The service users are encouraged to make decisions about their lives to enhance the quality of their care. EVIDENCE: The service users are very involved in the preparation of their care plans. Both service users have contributed to the identification of their needs and records are held of individual needs, preferences and plans for the future. The care plans are reviewed on a regular basis and are updated to given information on progress and renewed plans. Both service users are involved with decision making within the home. Information is clearly recorded and the records show that they are fully aware of opportunities available to them and of their right to make decisions. Comprehensive risk assessments are undertaken in relation to care, health and safety and the building. Both service users attend day services and have individual risk assessments undertaken on the different specific activities that they participate in. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13, 15, 16, 17 Links with the local community are good with a variety of opportunities to enrich service users social and educational opportunities. EVIDENCE: Education, training and recreational opportunities are given to both service users at their day services. They are both involved in the local community and with community activities. A full range of social and leisure activities are available that service users can choose from including social clubs, swimming, cycling, walking and holidays. Both service users confirmed that they enjoyed visiting friends and family. Recent visits include horse riding, Alton Towers, Claire Lodge in North Wales and the Lake District. At the inspection, one service user said that he was planning to visit France and was really looking exited about the trip. Routines within the home are generally dictated by day services and the activities planned for each individual service user. Weekends are more flexible with service users being offered a range of activities to participate in. The record of meals taken by service users provides evidence that they take a nutritious and well balanced diet. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18, 19, 20 The medication at this home is well managed promoting good health. EVIDENCE: The staff at the home encourage the service users to make decisions. Preferences are recorded in care plans, one service user choosing to write his own. Service users have an annual health check together with regular visits to the GP, dentist, optician and other healthcare professionals. Details of all planned visits are recorded. Information and advice given by healthcare professionals is also recorded. Only one service user requires medication and comprehensive records of all medications administered are held. All medications are appropriately ordered, stored, administered and disposed of in accordance with the home’s policy and procedure. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for standard(s) 22, 23 Appropriate checks are made on all staff to ensure the protection of service users. EVIDENCE: Both service users said that they felt their views were listened to and acted on. The records held in the home provide evidence that individual preferences are recorded, and where possible, respected in line with a risk management programme. The member of staff spoken to confirmed that training on abuse and adult protection issues had been given and is updated on a regular basis. All staff at the home have had appropriate checks made on them to ensure that the service users are protected. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 30 Regular investment in the home ensures that service users have comfortable and safe environment in which to live. EVIDENCE: The home is located in Bromborough Pool village and is close to shops and other amenities. It is a three bedroom semi detached property and all areas are fully accessible to the service users. Since the last inspection, new dining furniture has been provided together with a new three piece suite. The carpets in service users’ bedrooms has now become extremely worn and now requires to be replaced due to the poor condition. All other areas are bright and pleasant the home is safe and extremely comfortable. All areas of the home were found to be clean and well maintained. JUDGEMENT – we looked at outcomes for standard(s) 35 The staff are given appropriate training to ensure that the needs of the service users is met. EVIDENCE: There has been no change to the staff team since the last inspection. The records held by the Society provide evidence of on-going training for all staff. The member of staff on duty at the time of the inspection was able to provide evidence of planned training. The needs of the service users are met through on-going assessment in relation to the training needs of the staff. JUDGEMENT – we looked at outcomes for standard(s) 39, 42 Health and safety are promoted by the management and staff to ensure the protection of the service users. EVIDENCE: The staff and manager speak with the service users on a one to one basis to ascertain their views of the home. Residents meetings are held and the issues discussed are recorded. Quality monitoring systems are in place and the service is also monitored by the National Autistic Society who undertake regular reviews of the service. Risk assessments are undertaken and risk management strategies are in place to ensure that the health and safety of the service users are protected. Safety certificates inspected were found to be up to date and well maintained.
