This inspection was carried out on 11th November 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Annual Service Review Page 2 of 6 Mariners Court is a home that is registered to provide care for 26 service users who have dementia. There are also four service users who currently live at the home who are assessed as not having dementia. The home is a detached property and overlooks the boating lake on Fleetwood promenade. This is a three storey property and has 24 single rooms. Ten of these rooms have en-suite facilities and there is a lift to all floors. There are four lounge areas on the ground floor, one of which is a smokers lounge. Outdoor facilities are good and there is now ramp access to the garden area. There are shops and services in the local area and bus services operate from a short distance away. Fleetwood sea front is a short walk away and the town centre is within half a mile. There are garden areas to the side of the home and a yard to the rear. Residents have access to these areas and can sit out in good weather. There is ample car parking space at the front of the home and on the promenade opposite the home. There is a Statement of Purpose/Service User Guide, which is available for persons making enquiries about the home. The written information explains the care service that is offered and what the resident can expect if they decide to live at the home. The owner of the home also has copies of previous inspection reports that can be made available to prospective residents and their families or representatives. Information received on the visit on 8th October 2009 confirmed that the fees for the home are £463.50, covering all aspects of care, food and accommodation. Additional charges are made for chiropody, hairdressing and newspapers. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys were sent out and returned to us by people using the service and from other people with an interest in the service. Information was also looked at about how the service has managed any complaints. The service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report also gave us some information on how this service was progressing. What has this told us about the service? The Annual Quality Assurance Assessment that was returned to us from this service told us about the developments and changes that were occurring at Mariners Court. We also spoke to the manager of the service who told us about the range of improvements that had been made. There have been extensive improvements to the home since we last visited. New carpets have been fitted, along with new flooring. Toilet facilities have been refurbished and many of the bedrooms and communal areas have been redecorated. A wet room facility has been added to the first floor to improve the bathing facilities. New dining room furniture has been bought. Digital television points have been added to bedrooms and the communal lounges for when the analogue signal is turned off. The manager also told us that further improvements were planned to the kitchen area and further work will take place to refurbish the gentlemens toilet facilities on the ground floor. The manager also told us about the range of activities that were in place and the importance that was placed upon providing a wide range of daily activities for the residents who live within the service. Wherever possible interests and hobbies are continued when people move to the home and an activities programme takes place daily. The Annual Quality Assurance Assessment also told us that those people who had dementia were receiving planned and stimulating specialised activities. Cookery activities were also available to enable the residents to retain important skills, arts and crafts and music and movement take place daily. A number of training events have taken place for the care staff since our last inspection activity. These include training in Dementia awareness, and mandatory safety training. A distance learning course had been used to improve the staff knowledge of dementia. Medication awareness training has also taken place, along with safeguarding awareness. The Annual Quality Assurance Assessment told us that the staff were being trained and that most of the carers had a nationally recognised qualification in care (National Vocational Qualification level 2 or 3). The care staff were pleased with the support and training they received and surveys were received that told us that staffing levels and staff support was good. We received one survey from a person who used this service. They told us that they were pleased with the service and the catering arrangements. They also said that the home was always clean. Annual Service Review Page 4 of 6 Questionnaires are sent out on a bi-annual basis to find out the views of the people who use this service. These are also sent out to relatives and advocates, along with health care professionals who visit the home. The results of these are collated and used to improve the service on offer. There are regular monthly staff meetings where important information is passed on. Families and representatives of the residents are invited to attend care planning reviews regarding the service that their relative receives. Overall we found this to be a good service where peoples needs were being attended to properly. There have been no complaints received by the commission since our last inspection activity. What are we going to do as a result of this annual service review? We will continue to monitor any information we receive about this service. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
