What the care home does well

Personnel records contain documentary evidence of the training completed by staff as well as evidence that a Criminal Records Certificate has been obtained for each memberof staff.

The Metro and other transport links are close by. The home provides residential care for up to 33 older people, of whom up to 10 may have dementia care needs. Nursing care is not provided. Bedroom accommodation is spread over three main and two mezzanine floors. There are 27 single bedrooms of which three have enCare Homes for Older People Page 2 of 9 0 4 0 6 2 0 0 9 Brief description of the care home suite facilities. There are also three double bedrooms. There is a passenger lift to the three main floors and a stair lift has been installed between the top floor and the second mezzanine floor. Access to some bedrooms, bathrooms, and toilets is via a small number of steps. The following communal facilities are also provided: two lounges and a dining room; two bathrooms and one shower room; nine toilets; a kitchen, small conservatory and adjoining utility rooms. The home has a small, attractive paved area to the front and a yard area to the rear of the building. Street parking is available to the front and rear of the home. Copies of Commission inspection reports are available from the home on request. The current scale of charges is 374 pounds to 424 pounds. Information about fee charges is included in the homes service user guide and statement of purpose. Additional charges are made for hairdressing, chiropody, newspapers, and taxis. Care Homes for Older People Page 3 of 9 What we found: An unannounced visit was made on 04 December 2009. We carried out this inspection to check whether the registered manager has complied with a warning letter issued by the Care Quality Commission (CQC) on 17 July 2009. The warning letter was issued following a key inspection carried out on 04 June 2009. The warning letter stipulated that the registered manager must ensure that the required pre-employment checks are carried out for all new staff starting work at the home. The registered manager was also asked to make sure that the required legal notifications are made under Regulation 37 of the Care Homes Regulations (2001). The CQC has previously expressed concerns about the registered managers failure to carry out relevant pre-employment checks and make the required legal notifications. Before the visit, we looked at relevant information we have received since the last key inspection visit on 04 June 2009, including improvement plans submitted by the registered manager. We looked at any changes to how the home is run and examined the employment records of the newly appointed acting manager. We took copies of relevant information. We also spoke with both the registered manager and the acting manager. The registered manager was asked to make sure that they obtain two written references and a full employment history, including reasons for any gaps, for all staff employed at the home. An audit of the acting managers application form showed that they had only supplied employment history details covering the previous 10 years. The acting manager later confirmed that a recent period of employment had not been included on their application form. However, they said that they had verbally provided the registered manager with details of their last period of employment. The registered manager failed to obtain a full written employment history from the member of staff they appointed to be the acting manager. The registered manager had not recorded the conversation that they had had with the acting manager as part of the recruitment process. Also, the registered manager did not obtain a written reference from the acting managers most recent employer. Failure to obtain appropriate references and a full employment history could result in unsuitable staff being employed at the home. This has the potential to place people using the service at risk. The registered manager has not complied fully with this part of the warning letter. Legal advice will now be sought as to whether further enforcement action needs to take place. The registered manager was asked to ensure that documentary evidence of any relevant qualifications and a Criminal Records Certificate are obtained for all staff.
