The home is owned and operated by Angel Care Plc who purchased the home in March 2007. The home is situated on a main road in a residential area of Salford. The home has no car park but there are generally parking spaces available on the roadside. 0 8 1 2 2 0 0 8 Care Homes for Older People Page 2 of 8 Brief description of the care home The home has strong links with the local and extended Jewish community. The weekly fees range from 575 pounds to 650 pounds. In the case of a service user requiring nursing care a contribution towards these fees are made by the local primary care trust. A Statutory Requirement Notice was sent to Newlands on the 26th June 2009. The notice related to breaches in Regulation 19 of the Care Home Regulations 2001. We visited the service today for a period of two hours. The purpose of this visit was to assess what actions the service had taken to improve their recruitment procedures following the Statutory Requirement Notice. During our visit we looked at the employment files of five people who had recently been recruited by the service. We saw that there had been an improvement in the documentation that the service was requesting prior to a person starting their role. For example, we saw that they had checked the Protection of Vulnerable Adults register (POVA) and that they had sought written references prior to individuals being employed. In addition we saw evidence that completed Criminal Record Bureau (CRB) checks had been completed. These actions minimise the risk of a person unsuitable for the role being employed. One file that we saw did not contain evidence of the persons work permit status and another persons recruitment file failed to give full details of their previous employment history. A detailed record of work permit status and employment history for individuals should be sought as part of the recruitment process. These actions minimise the risk of a person unsuitable for the role being employed. We looked at the recruitment files of several staff who had commenced their employment prior to April 2009. We saw that action had been taken to request outstanding information for these files. For example, references and completed Criminal Record Bureau checks that should have been requested at the time of recruitment had now been requested and obtained. We saw that the service was awaiting the completion of a Criminal Records Bureau (CRB) check for a member of staff. We saw written correspondence relating to this outstanding CRB that demonstrated that the application had been made by the service. Following our visit, we are satisfied the requirements made in the Statutory Requirement Notice dated the 26th June 2009 have now been met.
