The registered numbers to include one named service user under the age of 65 years with a mental health problem 13th July 2005 Date of last inspection Brief Description of the Service: Northlands Village Rest Home is a residential care home, which provides personal care and accommodation for up to fifteen persons of either sex aged 65 and above. It is registered by The Commission for Social Care Inspection. Medical needs are managed by local general practitioners and district nurses. The home has been owned and managed by Mr and Mrs Dickinson for 17 years and is situated close to the village of Great Eccleston and is within easy reach of shops and local amenities. The home is a two storey detached property and provides fifteen single rooms for residents. There are two lounges and a quiet library. A passenger lift provides easy access to first floor areas. This is an overview of what the inspector found during the inspection. This was an unannounced inspection and took place over a five-hour period. Records were consulted and the inspector spoke to most of the residents, including two who were seen in their own rooms. Questionnaires were received from seven relatives and six residents. A tour of the building was carried out. Comments from relatives were very positive and included the following comments; “ I am more than satisfied with every aspect of the care being provided, especially the kindness and patience shown by all the staff”. “We are delighted with the care our mother receives in every way. She could not be better looked after” Comments from residents were all positive and included. “We are very well looked after here, staff help us do what we want” “Staff are very kind and helpful I couldn’t wish for any better” “They couldn’t be nicer, will always help you” What the service does well:
The homes admission procedures are excellent and gather detailed and relevant information which lead to very good and comprehensive care plans. These include all aspects of care and the individual’s social needs. Residents and visiting relatives told the inspector that the right levels of care are given, which respects the independence and dignity of residents. Staff showed a good awareness of care plans and the policies and procedures relating to them. Because the home has a stable staff team who work well together it is able to provide security and continuity for residents. Residents told the inspector that they felt very happy with the care they receive and that they receive the right levels of support from staff. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 There are good procedures in place for safe dispensing of medication, however not all those giving out medication have accredited training in dispensing medication. EVIDENCE: Records of medications given out, which were seen on the day of the inspection were in order and signed correctly. In coming medication is signed fro by the senior carer and stored securely. It was noted that most care staff are listed in the medication folder as being able to give out medication. Care staff receive training from the senior carer about how to give out medication, however only three staff currently have received accredited training in the safe dispensing of medication. All those giving out medication should have accredited training in the safe handling and dispensing of medication to fully meet this Standard. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 The home operates in a flexible way and enables residents to make choices in everyday life. EVIDENCE: Residents are actively encouraged to handle their own finances for as long as they are able to do so. This is covered in the initial assessment; most have their families or a solicitor to take care of their affairs. Information regarding advocacy services is available in the home and leaflets were seen to be available by the notice board. The home does deal with some service users personal allowances, theses are kept securely and records are kept regarding this. Residents and their families have access to information kept, files seen contained the signatures of either residents or their representatives were noted on files. JUDGEMENT – we looked at outcomes for the following standard(s): 26 There are policies and procedures in place to ensure the home is kept clean and hygienic at all times. EVIDENCE: The inspector looked at the homes policies in relation to infection control; these were detailed and ensure staff maintain good infection control systems. A tour of the home took place and the inspector noted that all areas were clean and hygienic. Residents told the inspector that staff always ensure the home is kept spotlessly clean. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Staff training is considered important, and is promoted by the home. EVIDENCE: All staff receive an induction, which is conducted by senior staff, currently there is a very stable staff team who have worked at the home for many years. Records of staff training were seen along with certificates. A wide range of training has been carried out by staff employed at the home. There are currently 50 of staff trained to NVQ 2 in care and three staff are currently undertaking this training. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33,35 and 38 There are quality assurance systems in place to ensure the home meets its aims and objectives. Monies kept in safe keeping for residents are administered correctly. The health and safety of staff and residents is taken seriously and measures in place to ensure this. EVIDENCE: Northlands is accredited with Investors in People and carries out its own resident and relatives surveys. The owners are available to residents every day. Residents said that they are approachable and take on board their requests and wishes.

Residents have easy access to their money when they require to go shopping or buying items they need. All staff are required to have health and safety training and records showed all current staff have this training. Moving and handling training is given for all staff and records showed they have all completed this training. Staff have first aid, food hygiene, infection control training. Records showed that all safety checks take place, including fire, electricity and hot water. Risk assessments are carried out to ensure safety in the home, records of these were seen.
