Conditions of registration: 1. Minimum staffing levels as specified in the notice issued in accordance with Section 25(3) of the Registered Homes Act 1894 on 20 May 1991 shall be maintained. The service must employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. One named service user is currently accommodated who is under 65 years of age. When this person leaves or reaches the age of 65, the category will revert to OP for people over 65 years of age. 15th November 2005 2. 3. Date of last inspection Brief Description of the Service: Oakwood Hall Nursing Home is a care home providing nursing care for up to 30 older people. The home can also accommodate up to three people who do not require nursing care but need personal care only. Oakwood is a large Victorian house situated in its own grounds at the end of a cul-de-sac within a quiet residential area of Salford. The home is close to Hope Hospital. The accommodation is provided in a combination of double and single rooms over two floors. The dinning room is situated at the basement. A passenger lift allows access to all floors. The home is close to local facilities and it is close to the Motorways. There is adequate car parking space at the home. Oakwood DS0000006717.V270494.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This was an unannounced inspection that took place on the 17 February 2006. The manager was present during the inspection. Time was spent speaking to some of the residents and viewing the paperwork kept at the home. The general state of the home was inspected. Staff members were directly observed as to how they supported the residents. The majority of the areas needing improvements during the last inspection had been carried out. Other areas requiring improvements were identified at this inspection visit. The previous report should be read together with this one to get a better picture of the home, as the Commission for Social Care Inspection did not look at all the standards at this visit. All staff must receive regular supervision to enable them do their work effectively. The home should find out from residents’ relatives and representatives, and also other professionals what they think of the service being provided by them. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1, 5. Prospective residents receive all the necessary information about the home to help them make a decision whether to use the service. Relatives and friends of the residents are able to visit the home. EVIDENCE: The home issued all prospective residents with a Service User Guide and a Statement of Purpose. The information issued to the prospective residents was up to date and detailed. The home has a free policy for visits to the home. Relatives and friends of residents are able to visit at any time during the day. If a relative or a friend is visiting late at night they have to inform the home in advance for security purposes. Several relatives were seen visiting the residents during the inspection visit. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10. Arrangements for health and personal car ensured that the residents are treated with respect and dignity at all times. EVIDENCE: The home had code of conduct in place informing staff to treat the residents with respect and dignity. The staff treated the residents as individuals and ensured that their choices were respected at all times. Observations during the inspection visit revealed that the staff were courteous and spoke to the residents respectfully and appropriately. The home organised advocate support for those residents who required assistants to enable them exercise their rights. An advocate from Age Concern supports some of the residents. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12. The home continues to meet the residents’ expectations and preferences, and satisfies their cultural, religious and recreational interests and needs. EVIDENCE: The home had a planned programme of leisure activities in place. An entertainer visited the home every 3 months and a musician visited the home on a 2 monthly basis. Leisure activities organised by the home includes quiz shows, coordination games, bingo, large jigsaws, beauty sessions, summer fairs, and film and video afternoons. The home receives talking newspapers every week. There is a hairdresser the visits the home on a weekly basis. A reverend visited the home on a monthly basis for Church of England followers. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 21, 25. The residents have sufficient and suitable lavatories and washing facilities, and they live in a safe and comfortable environment. EVIDENCE: There were 4 bathrooms and 7 toilets available for the residents’ use. One bathroom had a tracking hoist facility in place to enable some of the residents use the bath safely. All bedrooms had hand washbasins. The bathroom and the toilet facilities were all suitably equipped to meet the needs of the residents. The residents’ bedrooms were personalised and contained residents’ personal belongings such as TV and stereo. All the bedrooms had adequate furniture in them. There was a screen in place for a shared bedroom. The home is working towards making all bedrooms single occupancy only.

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29. The home ensures that the right staff are employed to look after vulnerable people. This means that the residents’ interest and well being are safeguarded by the recruitment practices of the home. EVIDENCE: The home had recruitment policies and procedures in place to safeguard the interest and well being of the residents. Staff files examined contained all the required information and documentation that the home must keep regarding persons working at a care home. These included Criminal Records Bureau check (CRB) and Protection of Vulnerable Adults check (POVA), terms of employment, application forms, two references, equal opportunities form, certificates health checks and Nursing and Midwifery Council registration. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 36. The home is run in the best interest of the residents. Staff were not appropriately supervised. EVIDENCE: The home likes to find out what the people using the service think of it by sending them questionnaires to completely on a 6 monthly basis. The questionnaire is displayed at the reception and copies were available at all times for residents, relatives and all visitors to complete. Although this is the case, the home should send copies to the relatives and other professionals that have contacts with the home. There was no evidence that staff received regular supervisions. All staff must receive regular supervisions to further enable them support the residents appropriately. This was a requirement during the previous inspection.
