Conditions of registration: Date of last inspection 4th July 2005 Brief Description of the Service: St Patricks Road South provides accommodation and support with personal care for up to 4 adults with learning difficulties. The home is situated in a residential area of St Annes. The property is a dormer bungalow, with full wheelchair access on the ground floor. The service is guided by the policies and procedures of Ormerod, and is one of a group of registered residential services operated by the company. This is an overview of what the inspector found during the inspection. This inspection was announced. During the inspection 2 members of staff and a service user were spoken with. Completed questionnaires were received from service users, 3 relatives and a visiting professional. The person centred plans and records maintained at the home were looked at. This is the second annual inspection and those key standards not assessed during this visit have been reported upon at the unannounced inspection. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 The practice of the organisation ensures that all prospective service users have information and a planned introduction to the service, which enables an informed decision to be made. EVIDENCE: Since the last inspection the information gathered regarding two service users who recently moved to the home has been organised and reviewed, to enable a care plan to be developed. The temporary manager is in the process of reviewing the risk assessments. Approaches to supporting service users who have challenging behaviours should be clearly explained in behaviour management plans and thorough risk assessments. Currently a new service user is being introduced to St Patricks Road South where he can be with a group of people nearer his own age and who share his interests. This move has been directed by a consideration of the care needs of the service users, and there is a plan in place to ensure that staff are aware of and can meet the care needs of the new service user. All introductions are planned and are paced in line with the individual service users level of understanding, for example the prospective service user has been visiting and is going on holiday with the service users who currently live at St Patricks Road South. The Person Centred Planning approach is well established within Ormerod and this ensures that the service users views and preferences are central to all decisions about choosing to live at St Patricks Road South. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6,7,9 Person centred planning is used to ensure that service users are central to all decisions regarding the support they receive and that plans are reflective of individual needs and aspirations. Individualised procedures which address challenging behaviour should be developed to ensure that service users are positively supported and protected. EVIDENCE: All service users have a care plan and an individual communication passport which records the support and assistance needed in all aspects of daily life. Not all documentation held on file was signed and dated and it was not always clear who had provided information. All service users have a person centred plan and the progress towards achieving the actions identified is now monitored on a monthly basis. Person Centred Planning is being developed at St Patricks Road South as previously it operated as a respite service. The staff are developing the skills to support service users. The information presented at Person Centred Planning meetings is presented in a positive way, using headings such as ‘What we like and admire about…’, and is supported by photos and pictures showing the service users interests and achievements.

All service users need support with decision making and most aspects of daily life, the independence of some service users is limited by the need to balance freedom of choice and health and safety considerations. The temporary manager has reviewed some risk assessments, and has put in place suitable arrangements to ensure that all new and existing staff are aware of risk assessments and strategies in place to address individual behaviours. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 17 Service users benefit from a nutritious and balanced diet EVIDENCE: Service users are involved in menu planning and food shopping. Service users are able to help prepare meals and snacks. The staff encourage health eating. Service users likes and dislikes are respected at mealtimes. Staff are trained to support a service user who has a PEG feed system. Weight and dietary intake are recorded in line with the individual care plan. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18,20 Progress has been made regarding safe moving and handling practices and this ensures that service users are supported in a consistent manner. Service users are protected by the homes policies and procedures for dealing with medicines. EVIDENCE: A review of occupational therapy needs has been organised since the last inspection visit. All moving and handling techniques are now fully documented and risk assessed. All care plans have been reviewed and updated since the last inspection. Medication is administered according to the policy of the home. Staff receive training in the administration of medication during their induction and have regular updates. Protocols are in place regarding the administration of medication and these are reviewed at each planning meeting. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23 The home has a complaints procedure and service users are encouraged to make their concerns known, service users and their supporters are confident that any complaint they may have will be treated with importance. The service users are protected by robust procedures for the protection of adults. EVIDENCE: There have been no formal complaints about the service at St Patricks Road South. The complaints procedure is provided for each service user in an accessible format, using pictures and simple text. The service users have regular opportunities to talk in private with the homes manager. The comments received indicated that the service users were aware of how to make a complaint and confident that every effort would be made to resolve any issue that arose. Ormerod has robust procedures to ensure the adults using the service are protected from abuse. Staff receive training as part of their induction and foundation training, and through the National Vocational Qualification training undertaken, there are also dedicated in house training courses which address Adult Protection. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24,30 The standard of the environment within this home is good providing service users with an attractive and homely place to live. EVIDENCE: The hall and dining room been redecorated. The service users who have recently moved to St Patricks Road South have been involved in choosing the colour schemes for their rooms and accessories. All areas of the home where clean. The staff team are responsible for maintaining the cleanliness of the home and are helped by service users were appropriate. JUDGEMENT – we looked at outcomes for the following standard(s): 32,34,35 The staff group are qualified and experienced and benefit from accessible senior management, they have a good understanding of their roles and offer consistency of care within the home, based on an understanding of good practice. Service users are protected by robust recruitment procedures EVIDENCE: The temporary manager has held regular staff supervision and team meetings, this ensures that the service provided continues to progress and that staff feel supported in their roles. Staff members have access to regular training opportunities and this ensures that practice is based on a good understanding of their role and continually develops. 25 of the staff at St Patricks Road South hold a National Vocational Qualification at Level 2 and the other staff are currently working towards gaining this award. Ormerod has a dedicated training officer who maintains excellent records of training undertaken and identified training needs. All prospective employees are required to fill out an application form and attend for interview. All offers of employment are made subject to the receipt of satisfactory references and Criminal Record Bureau disclosure. Service users are actively supported in being part to the recruitment process. Ormerod

JUDGEMENT – we looked at outcomes for the following standard(s): 37,39,42 Service users are consulted about all aspects of the running of the home and their views sought on wider issues, which allows the organisation to continue to develop the quality of the services offered. All aspects of health and safety are monitored and this provides a safe environment in which to live and work. EVIDENCE: The home has been without a registered manager, and her temporary absence has been covered by an experienced manager. Since the last inspection regular team meetings have been held, and on going support has been made available to the staff to ensure that they are supported and motivated in their roles. The service is included in the Quality Network review which is a quality assurance system which fully involves service users. The most recent aspect of this has been a survey about ‘Friends and Relationships’. The quality network system results in an action plan which enables continuous development of the organisation, the priorities for the direction of this development are the result

Ormerod has recently undertaken a self audit for inclusion in the Lancashire County Council preferred provider scheme. Ormerod is well represented on learning disability and community partnership forums, this involves both service users and staff in making a contribution to wider planning and decision-making. The company has a dedicated health and safety officer who visits regularly to undertake spot checks. The company complies with any recommendations made by health and safety enforcement agencies. There are risk assessments in place for all aspects of the home and hazards and these are kept under review. Staff receive regular health and safety updates and training.
