The home may accommodate up to 3 adults in the category of learning disability (LD) The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 20/07/05 Date of last inspection Brief Description of the Service: Warwick Road is a semi-detached property registered to provide accommodation and support for up to three adults with a learning disability. It is situated in a residential area of St Annes, close to local shops and amenities. The home is domestic in layout and character. The home is one of a number of services provided by Ormerod, a locally based organisation. The home is guided by the policies and procedures of Ormerod and has its own dedicated staff team. This is an overview of what the inspector found during the inspection. This inspection was announced. During the inspection 2 members of staff and a service user were spoken with. Completed questionnaires were received from a relative and a visiting professional. The person centred plans and records maintained at the home were looked at. This is the second annual inspection and those key standards not assessed during this visit have been reported upon at the unannounced inspection. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 The practice of the organisation ensures that all prospective service users have information and a planned introduction to the service, which enables an informed decision to be made. EVIDENCE: There have been no recent admissions to Warwick Road, however the home is guided by the practice of the Ormerod. Information about the home is produced in a picture format and this is complimented by written material. All introductions are planned and are paced in line with the individual service users level of understanding. All service users have contracts. The Person Centred Planning approach is well established within the Ormerod and this ensures that the service users views and preferences are central to all decisions. JUDGEMENT – we looked at outcomes for the following standard(s): 17 Service users benefit from a nutritious and balanced diet. EVIDENCE: Service users are involved in menu planning and food shopping. Service users are able to help prepare meals and snacks. The staff encourage health eating and the service users are keen to watch their weight. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 The home has sound policies and procedures for the administration of medication. Medication storage arrangements could be improved. EVIDENCE: All staff receive training in the administration of medication. A more robust medicine cabinet being provided could improve the storage arrangements. All service users have their medications reviewed at least annually, or as required. Staff are aware of the contra indications of the medicines used at the home. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23 The home has a complaints procedure and service users are encouraged to make their concerns known, service users and their supporters are confident that any complaint they may have will be treated with importance. The service users are protected by robust procedures for the protection of adults. EVIDENCE: There have been no formal complaints about the service at Warwick Road. The complaints procedure is provided for each service user in an accessible format, using pictures and simple text. The service users have regular opportunities to talk in private with the homes manager. The comments received indicated that the service users where aware of how to make a complaint and were confident that every effort would be made to resolve any issue that arose. The Ormerod has robust procedures to ensure the adults using the service are protected from abuse. Staff receive training as part of their induction and foundation, and through the National Vocational Qualification training undertaken, there are also dedicated in house training courses which address Adult Protection. JUDGEMENT – we looked at outcomes for the following standard(s): 34 Service users are protected by robust recruitment procedures. EVIDENCE: All prospective employees are required to fill out an application form and attend for interview. All offers of employment are made subject to the receipt of satisfactory references and Criminal Record Bureau disclosure. Service users are actively supported in being part to the recruitment process. Ormerod provides training for service users to enable them to be part of the interview panel and selection process. A number of service users have completed this training and have enjoyed being involved in staff selection. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 37,39,42 Service users are consulted about all aspects of the running of the home and their views sought on wider issues, which allows the organisation to continue to develop the quality of the services offered. All aspects of health and safety are monitored and this provides a safe environment in which to live and work. EVIDENCE: The home is managed by an experienced manager who is registered with the Commission. She is currently working towards achieving her NVQ level 4 in Management and Care. Two service users have been involved in the selfadvocacy group which is organised by Fylde and Wyre Advocacy Services. The staff do not attend this group but service users feedback any suggestions that are made. The self-advocacy group also helps service users to build selfesteem and confidence. The service is included in the Quality Network review, which is a quality assurance system which fully involves service users. The most recent aspect of this has been a survey about ‘Friends and Relationships’. The quality network system results in an action plan, which enables continuous development of the organisation; the priorities for the direction of this

Ormerod has recently undertaken a self-audit for inclusion in the Lancashire County Council preferred provider scheme. Ormerod is well represented on learning disability and community partnership forums, this involves both service users and staff in making a contribution to wider planning and decision-making. The company has a dedicated health and safety officer who visits regularly to undertake spot checks. The company complies with any recommendations made by health and safety enforcement agencies. There are risk assessments in place for all aspects of the home and hazards and these are kept under review. Staff receive regular health and safety updates and training.
